Enabel aims to strengthen partnerships, especially with the private sector and non-traditional donors, to drive innovation, scale impact, and enhance sustainability. In Tanzania, this means transitioning from ad-hoc collaborations to a structured, proactive partnerships approach.
The Function: Private Sector Engagement Expert
The Private Sector Engagement Expert will be instrumental in strengthening Enabel’s partnerships ecosystem by designing and operationalizing a strategic approach to private sector engagement. This pivotal role will focus on:
- Expanding and diversifying funding and collaboration opportunities.
- Embedding private sector engagement across the portfolio.
- Driving innovation through strategic partnerships.
- Strengthening internal capacity and ensuring the sustainability of partnership efforts.
The expert will collaborate closely with the Country Team (Country Director, Program Manager, Project Managers, and thematic experts) and international experts to co-create, anchor, and operationalize Enabel Tanzania’s partnerships strategy.
Responsibilities:
A. Partnerships Strategy and Pipeline Development
- Design and implement a structured partnerships strategy (2026–2028) targeting non-traditional donors, including private sector actors, shifting from an ad hoc to a proactive engagement approach.
- Identify, map, and prioritize strategic partners and opportunities, including cross-regional collaborations, to build a robust partnerships pipeline.
- Leverage innovative partnership models and cooperation modalities from Enabel’s global portfolio to enhance the Tanzania approach.
- Co-create, with internal and external stakeholders, a country-level partnerships strategy, action plan, and monitoring tools aligned with Enabel Tanzania’s sector priorities and business development objectives.
B. Partnership Development and Operationalisation
- Drive the Private Sector Dynamic across projects and support project teams in aligning with the objectives and added value of private sector engagement to strengthen sustainability and impact.
- Support project teams in identifying, designing, and setting up new partnerships with Belgian, European, and/or Tanzanian/African actors to support sustainable innovation and results in key thematic areas: Gender, Education, TVET, Employment, Entrepreneurship, Circular Economy, Urban Development, Port Development, Green Mobility, Agriculture, Digital, and Critical Raw Minerals.
- Advance current private sector partnerships flagship projects such as Wezesha Binti and IncluCities, particularly in work-based learning and decent work promotion.
- Prepare MoUs, concept notes, partnership proposals, coordinate due diligence processes, and support negotiation and relationship management.
- Monitor and report quarterly on achievements and progress.
- Lead and monitor the implementation of the Country Action Plan on partnerships.
- Build internal capacity by training staff on Enabel’s strategies and partnership tools.
- Identify and promote good practices and scalable partnership models across Enabel Tanzania and globally.
Profile, Required Qualifications & Experience
- Tanzanian National.
- Master’s degree in Business Administration, Economics, Development Studies, International Relations, Finance, or a related field.
- Minimum of 7 years of relevant professional experience in B2B/Partnerships Development, Private sector engagement, Business development or resource mobilization, or international development cooperation.
- Excellent knowledge of the Tanzanian business environment.
- Proven experience in building and managing partnerships with private sector actors, donors, development partners, or public institutions.
- Demonstrated experience in designing and implementing partnership strategies, including pipeline development, stakeholder mapping, and partner due diligence.
- Demonstrated ability to manage partnership processes end-to-end, from opportunity identification to formalization and follow-up.
- Strong understanding of market systems development, inclusive business models, or private sector development (PSD) approaches.
- Experience working in or with multi-stakeholder environments, including government, private sector, and development organizations, is an asset.
Technical and Functional Competencies
- Experience in opportunity identification, partner due diligence, and partnership structuring.
- Solid understanding of private sector ecosystems in Tanzania and/or the East African region.
- Strong ability to be proactive, take initiative, and put forward ideas aligned with Enabel’s strategies while maintaining regular dialogue with internal stakeholders.
- Ability to translate strategy into operational action plans and deliver results.
- Strong networking, stakeholder engagement, and relationship-building skills.
- Excellent communication and negotiation skills, with the ability to engage senior stakeholders.
- Ability to act as a connector across teams, sectors, and partners, facilitating collaboration and breaking silos.
- Strong organizational and follow-up skills, with the ability to manage multiple partnership processes simultaneously.
- Previous experience with an international cooperation or development agency is an asset.
- International Experience is an asset.
Languages:
- Fluency in written and spoken English (and Swahili).
