The QED Group is preparing a proposal for the USAID/Tanzania Vector Control Activity and is seeking a Chief of Party. The purpose of the Tanzania Vector Control Activity (TVC) is to identify and implement proven, evidence-based vector control approaches in Tanzania to improve health outcomes. Authorized under USAID/Tanzania’s Comprehensive Health Service Delivery (CHSD) Project Appraisal Document (PAD), this project is critical to the achievement of USAID’s Country Development Cooperation Strategy (CDCS) for Tanzania. The Activity has five objectives:

• Objective 1: Determine the ITN population access among targeted populations and the quantity of ITNs needed in the coming year to maintain high population access to ITNs’;
• Objective 2: Deliver Insecticide Treated Nets to targeted populations;
• Objective 3: Implement social and behavior change communication (SBCC) as and where needed to ensure uptake and use of ITNs in the NMCP, ZAMEP and PMI priority regions;
• Objective 4: Provide annual guidance on effectiveness of vector control interventions used in Tanzania; and
• Objective 5: Provide guidance on new evidence-based vector control approaches that show potential for successful outcomes in Tanzania and, when appropriate, assist with implementation of proven approaches.

The Chief of Party (COP) will be the principal point of contact in Tanzania for procedural and substantive matters. The COP will coordinate and ultimately be responsible for results under this activity. The COP will be the primary liaison with USAID/Tanzania on technical matters and will be responsible for responding to the COR and USAID/Tanzania’s Contracting Officer. The COP will also be responsible for ensuring control and the overall responsiveness of technical assistance provided under Contract.

The Chief of Party (COP) will lead the QED team in achieving all project objectives and will be based in Tanzania. S/he will provide overall technical and strategic direction, leadership, and management oversight to the project team. The COP will be the principle point of contact for the USAID Agreement Officer’s Representative (AOR) in country and will have the authority to make decisions on behalf of QED and will have primary accountability for project requirements. S/he will coordinate and liaise with other stakeholders, including government agencies, other donor-funded projects, implementing partners, and USAID and other donors. The COP will work with the Mission and other senior technical team members to lead the development and implementation of the project work plan. S/he will provide additional quality assurance and help ensure the timeliness of deliverables. Key responsibilities will include:

• Lead implementation of a large malaria award in Tanzania. Ensure that activities are implemented according to technical guidance from the donor and global best practices.
• Serve as main point of contact/representative of the project to USAID.
• Develop and manage country workplan activities, performance indicators and targets, ensuring timely completion of activities against workplan deadlines.
• Lead the development of annual/quarterly programmatic reports.
• Produce and disseminate knowledge products and processes (toolkits, case studies, best practices, technical briefing documents, peer review publications, etc.) for national and international audiences to accelerate rapid transfer of best practices.
• Represent the malaria project as required at relevant technical working groups, conferences, workshops, and policy-oriented forums using appropriate media.
• Facilitate senior level policy and dialogue with the sub-national governments and relevant Ministries and partners.
• Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards.
• Lead internal and external program planning and reporting including annual work planning with sub-award partners.
• Develop and manage a team that includes members of diverse backgrounds, including finance, and marketing.
• Develop business plan outlining financial sustainability of the initiative.
• Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments.
• Ensure high-quality periodic reporting in line with USAID requirements.

• A Master’s degree related to health, social sciences, or development.
• Minimum 10 years of successful experience as Project Director or a similar role in managing large donor-funded technical assistance teams for project of similar magnitude and complexity in developing countries. Progressively responsible supervisory experience, including: direct supervision of staff; quality evaluation of staff performance and deliverables.
• Knowledge of the global malaria partnership landscape and familiarity with the international donor community.
• Demonstrated knowledge on malaria control context and policy and proven experience in managing malaria programs.
• Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects local organizations and partners.
• Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.
• Knowledge of USG grant implementation is preferred
• Ability to perform internal control functions to manage day to day operations of the projects.
• Excellent interpersonal and communication skills, both oral and written.
