Job Description

Qualification required: Advanced Degree in communication, Social Science or related discipline.

Minimum experience: Minimum of 10 years of relevant professional experience of working in the extractives or Construction sectors implementing or supporting community engagement, development projects, construction, or compliance monitoring preferably within the region covered by pipeline project and terminal.

Accountabilities: Contribution to smooth and effective running of the organization project in all matters highlighted in service description.

Responsibilities:

Internal
  • • Implements in the field the Community Relation plan component of the Framework.
  • • Liaises with the Stakeholder Engagement Coordinator to ensure the organization Project approach in the field reflects Organization PPT Societal Policy and procedures and compliance with international (IFC) standards and requirements.
  • • Maintains an updated listing of local stakeholders: local authorities, local communities, Project Affected Communities, Project Affected People, and contributes to the SE mapping led by the SE Coordinator.
  • • Works closely with operational and other project teams and Contractors for ensuring minimal delay or disruption, respect and good relations with communities.

External

  • • Oversees and coordinates engagement activities with identified stakeholders
  • • Organizes local stakeholders (authorities and communities) engagement: Stakeholder consultation, disclosure meetings, etc.
  • • Ensures that local stakeholders are appropriately informed of the ongoing and future operational activities.
  • • Verifies and ensures proper understanding of all information that are communicated to local stakeholders through available FAQ’s and other communication materials
  • • During preliminary works (field surveys related to social studies such as ESHIA, RAP etc. assists and facilitates stakeholder engagement, land access, compensation and livelihood restoration, and reports grievances.
  • • Monitors community attitudes toward the project and ensures relevant information is conveyed to the Stakeholder Engagement Coordinator.
  • • Conducts monitoring of Social Performance elements required to demonstrate compliance to best practice standards
  • • Ensures concerns, questions and expectations raised by local stakeholders are collected and forwarded to the database manager.
  • • Ensures community grievances are recorded and transmitted to the Grievance Administrator and ensures that all available feedback is provided back to complainants in the specified timeline
  • • Identifies unanticipated impacts, report these to the Stakeholder Engagement Coordinator and identifies impact mitigation measures.
    Reporting
  • • Records all stakeholder engagements in the field, stakeholder concerns and expectations, stakeholder grievances and follow-up on commitments.
  • • Prepares reports according to the required schedule covering stakeholder perceptions, questions and concerns and all other findings regarding stakeholder engagement and all other subjects linked to societal activities, for identifying risks and opportunities
  • • Submits all identified risks according to the risk register

Requirements:

  • • Excellent interpersonal skills with a proven ability to develop and maintain good relations with a wide range of stakeholders including a high level of discretion and diplomacy and ability to manage conflict and gain consensus
  • • Proven ability to work independently, take responsibility for advancing assigned tasks and meet assigned deadlines. This is an essential pre-requisite. Only candidates who meet these criteria will be considered.
  • • Ability to negotiate, manage conflicts, influence leaders, both through advocacy and awareness raising in relation to specific issues
  • • Excellent computer skills, report writing and analytical skills.
  • • Fluency in English and Kiswahili (written and spoken) is mandatory. Regional Local languages and dialects will be a considerable advantage
