Henry Jackson Foundation Medical Research International (HJFMRI) In Support of the U.S. Military HIV Research Program (MHRP)is an international non-governmental organization working in several countries providing care and treatment to people affected by HIV/AIDS and conducting research studies and has been actively involved in HIV and AIDS programming for over 30 years.

HJFMRI implements PEPFAR funded HIV prevention, care and treatment activities in the Southern Highlands, providing resources, personnel and services to the Zone. The program has expanded from supporting the Mbeya Zonal Referral Hospital in becoming a hub for anti-retroviral treatment in the Southern Highlands zone: to community support through decentralized services, with the overall objective of implementing research, clinical HIV. prevention, care and treatment services in Mbeya. Rukwa. Katavi. Ruvuma and Songwe regions in the zone

 

In collaboration with the Ministry of Health. Community Development. Gender. Elderly and Children (MoHCDGEC) and community NGOs, HJFMRI has been leading a comprehensive HIV and AIDS care and support program in the Southern Highlands of Tanzania since 2004. The program, which is sub-contracting with Regional Health Management Teams (RHMTs) and 14 community outreach partners, extends to 25 district councils in the five regions. Collectively, the zone, which has one of the highest HIV prevalence rates in Tanzania, represents a catchment area with close to 6 million people (13% of the population of Tanzania mainland). Despite remarkable achievements made over the past ten years, the expansion of HIV care and treatment interventions remains critical both at the facility as well as the community level.

Compliance Manager, Tanzania

The role of a Compliance Manager is to make sure that HJFMRI-TZ is conducting its business in full compliance with all national laws and donor and organizational rules and regulations, as well as to maintain professional standards, accepted business practices, and internal controls.

There is both an ethical component and a pragmatic component to the compliance manager’s rote. The role is crucial in helping other organization manage risk, maintain a positive reputation, and avoid lawsuits.

HJFMRI Tanzania • Compliance Manager

Main Responsibilities:

  1. Facilitate day to day finance and accounting processes such as review of staff payment requests, expense reports or other procedures as directed by the Senior Finance Director (SFD).
  2. Construct and implement, in conjunction with the SFD and Regional Audit Team, audits and reviews of programs to improve internal controls across all HJFMRI Southern Highland offices.
  3. Follow up on significant variances or inconsistencies noted in accounting reports or documents submitted to finance and accounting.
  4. Review staff per diem reports, allowance rates, advance liquidation reports submitted by staff and recommend policy changes and control changes to further enhance accounting systems in the Mbeya office.
  5. Conduct independent audits and/or investigations, as needed, at the discretion of the SFD or HQ Compliance Office.
  6. Supervise and monitor junior officers in the compliance department when performing daily activities or in the course of conducting audit reviews
  7. Liaise with the Regional Internal Audit team to facilitate audit reviews or seek technical assistance on matters concerning the local office (HJFMRI Tanzania)
  8. Responsible for day to day monitoring and oversight of all aspects for statutory compliance for HJFMRI Tanzania, including local reporting and compliance with applicable tax rules and regulations, as stipulated by the Tanzania Revenue Authority (TRA) and other regulatory bodies within Tanzania.
  9. Coordinate HJFMRI. Inc. (TZ) compliance efforts, in accordance with the organization’s strategies and objectives and professional auditing standards.
  10. Work together with HJF-HQ and HJFMRI Regional Internal Audit Unit (IAU) and external auditors to evaluate internal control issues affecting both program and support operations for potential risk exposures: continually monitor and update the assessment of the control environment, keeping abreast of significant control issues.
  11. Work together with HJF-HQ and HJFMRI Regional Internal Audit Unit to coordinate across internal teams and external resources to provide assurance of internal controls over key operational, financial management, business processes, information systems, compliance and reporting functions of HJFMRI,
  12. Liaise with HJF-HQ and HJFMRI Regional Internal Audit Unit to complete periodic reviews of HJFMRI Accounting/Finance and Procurement procedures and guidelines; develop recommendations on improving and re-defining policies and procedures to enhance internal controls, compliance, and internal/external reporting.
  13. Work with coordination with HJF-HQ and Regional Internal Audit Office to conduct risk assessment reviews and periodic site visits to implementing partners to evaluate internal controls systems.
  14. Provide periodic reports on internal compliance activity for HJFMRI Tanzania, including summaries of observations, findings and recommendations impacting control environment for HJFMRI Tanzania operations.
  1. In coordination with HJFMRI HQ. work on development and implementation for HJFMRI international compliance and monitoring guidelines for HJFMRI Tanzania.
  2. In coordination with HJFMRI HQ develop a training program and conduct trainings to HJFMRI program and support staff and implementing partner organizations, including training on fraud risk, prevention and detection, internal controls and process improvements.
  3. Reinforce effective utilization of HJFMRI’s core accounting, procurement and other business systems to ensure transparency and accountability in reporting workflows, internal controls and compliance.
  4. Assist in providing analytical support to external audit matters and coordination, including in-country statutory and financial audits. HJFMRI HQ annual audit, local government audits, compliance reviews and other inquiries.
