Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) and Regional Administration and Local Governments (PORALG) with a goal of ensuring accessible high quality health care services to Tanzanians; through strengthening of health systems for quality health services including comprehensive HIV/AIDS Prevention, Care, Support and Treatment in Pwani and Kigoma regions.

THPS is currently seeking highly experienced, committed and motivated Tanzanians to fill in its vacant position for AFYA KWANZA HIV Care and Treatment Program:  Below is the job descriptions: 

POSITION TITLE: Gender Based Violence (GBV) Program Officer  

REPORTS TO: QI/SDM Technical Advisor

LOCATION: Dar Es Salaam Central Office (with frequent field travel)       

OVERALL JOB FUNCTION:

The GBV Program Officer, under the overall direction of the QI/SDM Technical Advisor will be responsible for technical supervision, coordination, implementation, monitoring and reporting of the GBV activities at all THPS supported health facilities in Pwani and Kigoma regions. S/he will work in close collaboration with regional and district teams and other relevant stakeholders including regional and council heal management teams, social welfare department and police gender desk to effect referrals. The incumbent will ensure capacity strengthening in GBV and violence against children (VAC) for health care providers and social workers according to national guidelines and standards to maintain quality service provision among survivors of GBV and VAC. 

This position is part of a multidisciplinary, cohesive team and requires excellent communication and problem solving skills with travel up to 75% to sites.

KEY RESPONSIBILITIES:

• Facilitate and oversee the planning and implementation of GBV and VAC activities.
• Provides technical and programmatic support for GBV and VAC-related interventions.
• Ensures availability of national GBV and VAC monitoring and evaluation tools.
• Participates in design, training and distribution of relevant job aides and materials related to post GBV and VAC care.
• Plan, organize and facilitate trainings and coaching for GBV and VAC according to national approved curriculum.
• Regularly conduct field monitoring and supportive supervision to provide feedback and guidance to staff to improve the services provided in identification, screening, counseling, referrals, linkages and management of GBV and VAC cases.
• Conducts regular joint supportive supervision and mentorship to health care providers, lay counsellors and peer educators to improve quality of services as per national guidelines on GBV and VAC
• Initiate planning for longer-term GBV prevention and response activities, including referral pathway and standard operating procedures.
• Prepare monthly summary report and provide periodic progress reports and input for the preparation of the quarterly reports.
• Review progress of performance of health facilities, districts and regions for programmatic GBV indicators on monthly and quarterly basis.
• Oversee GBV/VAC quality improvement initiatives
• Identify and document lessons learned and best practices for scale up. Ø Perform any other duties as may be required by the Supervisor

QUALIFICATIONS AND EXPERIENCE

• Bachelor Degree in social work, or relevant social science with at least a year of relevant working experience in social work and child protection.
• 3 years’ working experience in GBV and VAC prevention and post GBV and VAC care interventions.
• Experience working collaboratively with the government of Tanzania, international donors, and local organizations is an added advantage.
• Basic IT skills: knowledge of MS Word; Excel and Outlook required.
• Excellent command in Kiswahili and English language is required. Ø Excellent facilitation skills is required.
