Introduction

HelpAge Tanzania (HAT) is a national non-governmental organisation registered in Tanzania Mainland under the Non-Governmental Organizations Act, 2022, on 10 January 2023 (Registration No. 00NGO/R/4196), and compliant in Zanzibar since February 2023 (Registration No. Z00001828) under the Business Entities Registration Act No. 12 of 2012. HAT envisions a society of equal opportunities in which older people are empowered, healthy, informed, and productive. We work in partnership with Older People’s Forums, Organizations of Persons with Disabilities (OPDs), civil society organizations, UN agencies, academic and religious institutions, research bodies, and government authorities in both Tanzania Mainland and Zanzibar to promote the rights and wellbeing of older people and persons with disabilities.

HAT’s headquarters is in Dar es Salaam, with an operational presence in Kigoma Region, serving over 209,000 refugees (50% female) from Burundi and the Democratic Republic of Congo living primarily in Nduta and Nyarugusu refugee camps.

Purpose of the Role

The Health and Care Programme Manager provides strategic leadership, technical oversight, and overall management of HAT’s Health and Care portfolio. The role ensures high-quality, inclusive, and person-centred health and care programming for older women and men and persons with disabilities, in line with HAT’s policies, values, and strategic frameworks.

The postholder is responsible for effective programme design, implementation, monitoring, evaluation, learning, and compliance with donor requirements. The role is a key member of the Senior Management Team (SMT) in Tanzania and contributes to organisational strategy, advocacy, and resource mobilisation.
