Background

The Gates Foundation has funded ICAP at Columbia University (ICAP) and Pediatric-Adolescent Treatment Africa (PATA) to coordinate the multi-country HIV Impact Network for Vertical Transmission Elimination (HIVE Network). In March 2025, HIVE project rapidly pivoted its scope to address the changing HIV landscape and expand joint learning and experience sharing around threats and sustainability of vertical HIV transmission prevention (VTP) programs in Africa via country-to-country learning and provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of HIV programs.

Under the supervision of ICAP at Columbia University’s Program Director (CQUIN/HIVE), the HIVE Technical Director will lead the delivery of high-quality technical assistance and provide strategic thought leadership to support the implementation of nationally prioritized vertical transmission elimination (VTE) services. This includes identifying and scaling innovative, efficient, and high-impact interventions to strengthen the foundation for sustainable VTP programming. In partnership with PATA, the HIVE Technical Director will lead project implementation by providing high-level global and regional technical assistance for the HIVE network. This includes oversight to reposition HIVE’s knowledge exchange platforms including communities of practice, in-person meetings, webinars, country-to-country exchange visits and technical assistance, aligned with network member country plans for sustainable VTP programming.

As part of the HIVE leadership team, s/he will also support strategic planning and project evaluation; support regional project staff as they liaise with Ministries of Health, PATA, and other partners to advance the scale-up of prioritized VTP service interventions through innovative service delivery models; coordinate ICAP’s technical assistance in a wide range of domains related to core maternal and child health services, including support for updated operational manuals and guidelines; capacity building at the national and sub-national levels; and convene meetings, workshops, and country-to-country visits.

This position is grant funded.
