Monitoring, Evaluation, Accountability & Learning (MEAL) Officer – Agroforestry Program

Total LandCare (TLC) Tanzania is set to embark on a significant two-year Agroforestry Program. This initiative, focused on communities surrounding the Rubeho Mountains under the broader Rubeho Carbon initiative, aims to foster sustainable land management and protect forest ecosystems. The programme's core areas include agroforestry, conservation agriculture, soil and water conservation, livelihood improvement, market development, and community capacity strengthening.

Position Overview

This field-based position will be located in rural Lumuma, within the Kilosa/Mbuga landscape. The MEAL Officer will play a crucial role in the programme's success by coordinating Monitoring, Evaluation, Accountability, and Learning (MEAL) functions. This involves supporting performance tracking, managing field data, facilitating reporting, driving lesson learning, establishing accountability systems, and promoting adaptive management to ensure the effective achievement of programme objectives.

Key Responsibilities

• Develop and implement project monitoring tools, data collection systems, and reporting templates.
• Coordinate routine field data collection, verification, cleaning, analysis, and storage.
• Track key programme indicators such as agroforestry adoption, livelihood improvements, restoration efforts, training participation, Village Savings and Loan Associations (VSLAs), and farmer engagement.
• Maintain programme databases and support digital data management systems.
• Prepare comprehensive monthly, quarterly, and annual MEAL reports for management and partners.
• Support the development and tracking of project logframes, workplans, and performance indicators.
• Generate valuable lessons learned, success stories, and case studies from field implementation.
• Facilitate quarterly reflection and learning sessions with project teams and stakeholders.
• Champion adaptive learning and evidence-based decision-making throughout programme implementation.
• Integrate accountability processes into all field implementation activities.
• Train field teams and Lead Farmers on data collection tools, reporting standards, and MEAL systems.
• Support quality assurance and ensure compliance with donor reporting requirements.

Qualifications and Experience

• Bachelor's degree in Monitoring & Evaluation, Development Studies, Statistics, Agriculture, Agribusiness, Forestry, Natural Resource Management, or a related field.
• A minimum of 5–7 years of relevant experience in MEAL functions, specifically within agroforestry, livelihoods, agroecology, climate, or rural development programmes.
• Proven experience with field data collection systems, mobile data collection tools, and reporting systems.
• Strong analytical, reporting, and facilitation skills.
• Experience working in rural and remote field environments is highly advantageous.

• Ability to work independently in remote rural environments.
• Knowledge of participatory approaches and community engagement processes.
• Proficiency in Microsoft Office applications and digital data collection platforms.
