Médecins Sans Frontières (MSF) is an international, independent medical humanitarian organization that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. Define, coordinate and monitor the medical activities under the role’s responsibility in accordance with MSF protocols, standards and procedures. The aim is to ensure the delivery of quality medical care for patients and their communities and to improve the health condition of the target population.
Coordinate, assess and supervise the proper functioning of medical activities, including HIV, TB, STIs and SGBV, in accordance with MSF protocols, standards and procedures.
Ensure the correct compilation and analysis of medical data relating to patients’ health conditions.
Participate in annual project planning and budgeting and follow up on programmes and the project.
Supervise and ensure that the objectives of the medical activities under the role’s responsibility are achieved, and report any problems arising in the service to the technical referent.
Ensure that all administrative procedures related to patient follow-up, including individual card completion, registers, paper exit, discharge and transfers, are carried out correctly and in accordance with MSF procedures.
Ensure efficient pharmacy management and monitor the rational use of medicines.
In coordination with the project biomedical service, supervise the appropriate use of medical devices and anticipate future needs.
Prepare the medical orders required to implement the medical activities and identify and report non-medical support needs, including materials, infrastructure and transport, to the line manager.
Coordinate and monitor the team’s daily work plan, including absences, vacations and leave tracking.
Participate in shifts and replace a doctor when necessary.
In close coordination with the Human Resources department, plan and supervise the recruitment, training, performance evaluation, development and internal communication processes for staff under the role’s responsibility.
Improve staff capabilities and ensure appropriate staffing levels and the required knowledge.
Participate in monthly reporting in accordance with applicable guidelines, including situation reports (SitRePs) and medical statistical reports.
Coordinate, supervise and continuously improve the implementation of the integrated package of care in collaboration with the Ministry of Health (MoH), ensuring compliance with MSF standards, national guidelines and project objectives.
Strengthen the quality of care through supportive supervision, clinical mentorship, on-the-job coaching, clinical audits, maternal and perinatal death surveillance and response (MPDSR), simulation exercises and quality-improvement initiatives with MoH teams.
Strengthen the technical capacity of MoH healthcare workers through training, mentorship, joint supervision and implementation of MoH/MSF standard operating procedures to improve the quality and sustainability of health services.
Monitor programme performance through routine analysis of medical indicators, quality-of-care outcomes and operational data.
Ensure accurate documentation and timely reporting through SitRePs and other project monitoring tools.
Coordinate emergency preparedness, disease surveillance and outbreak-response activities jointly with MoH and relevant stakeholders, ensuring readiness and a timely response to public health emergencies.
Coordinate the daily activities of the multidisciplinary medical team, ensuring effective work planning, adequate staffing and continuity of medical services.
Plan and supervise staff recruitment, induction, training and performance management in collaboration with the Human Resources department.
Coordinate with pharmacy, laboratory, biomedical and logistics teams to ensure the rational use and uninterrupted availability of medicines, diagnostics, medical equipment and other essential medical supplies, and identify operational resource needs.
Represent MSF in technical coordination and the co-management process with the Ministry of Health and partners, promoting joint planning, quality improvement and sustainable health-system strengthening.
Follow up on the health of locally hired staff in accordance with the national staff health policy in place.
Medical doctor.
Specialization or training in Tropical Medicine or related studies is desirable.
A minimum of three years’ work experience related to the diploma or degree is essential.
Previous field experience with MSF is an asset.
Justifiable experience in a neonatal intensive care unit (NICU) would be an added advantage.
Good spoken and written English and proficiency in Kiswahili are essential.
Essential computer literacy, including Microsoft Word, Microsoft Excel and internet use.
