Background and Purpose of the Assignment:

The Monitoring Team Leader role is expected to support the development and implementation of Monitoring, Review and Evaluation (MRE) Plans aligned to WFP corporate standards to generate quality evidence on the lives of beneficiaries and inform policy, strategy and programme design and implementation. This includes coordinating and overseeing all monitoring activities, support the formulation and periodic reviews of the monitoring strategy, thematic/mid-term reviews and positioning WFP as a reliable partner for governments to build monitoring strategies.

WFP Tanzania has invested in bolstering its monitoring and evaluation capacity. This involved, among others, the creation of a dedicated Monitoring unit at CO and field-office levels, update of the Monitoring, Review and Evaluation (MRE) plan, development of related Minimum Monitoring Requirement, and establishment of a Monitoring SOP as well as COMET SOP.

As part of these investments, a Head of Monitoring position is required to manage and advise data collection and analysis activities that the Country Office (CO) conducts, to support to Monitoring activities at interagency level (UNSDCF) and to strengthen the technical capacity of the WFP Monitoring team at both CO and field-office levels.

In this context, under the supervision of the Head of Research, Assessment and Monitoring unit, the incumbent will be responsible to:

Deliverables:

The main deliverables of the Monitoring Team Leader is to ensure that programme interventions are monitored in-line with key corporate guidelines and standards (CFR, MRE, MMR); that Monitoring staffing structure is well established, adequate and operational, and that regular reporting of the CSP log frame outcome, output, and cross-cutting indicators is conducted in a technically rigorous and timely manner.

Minimum Qualifications & Experience Required:

Education:Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

Languages:Fluent/native (level C) in English and Kiswahili.
