CUTTS Hep C Project

In collaboration with leading institutions and local organizations, MdM is implementing the CUTTS Hep C project to support Tanzania’s hepatitis eradication efforts. The project focuses on:

• Introducing cost-effective hepatitis C virus prevention tools.
• Creating accessible hepatitis C care models for people who inject drugs.
• Providing evidence to inform national policy.
• Supporting communities of people who inject drugs through meaningful involvement and community-led monitoring.

MdM Tanzania also provides harm reduction technical assistance in Rwanda through the TUBITEHO project.

MdM's Future Strategy Includes:

• Expanding harm reduction initiatives.
• Strengthening harm reduction technical assistance capacity.
• Expanding sexual and reproductive health and rights interventions.
• Improving emergency response capabilities.

Reporting and Functional Relationships

The MEAL Officer reports directly to the Medical Coordinator and maintains functional relationships with project coordinators and managers within the Tanzania mission.

Overall Objective of the Position

The MEAL Officer will develop, implement, and maintain a robust monitoring and evaluation system to ensure the quality, accountability, and effectiveness of MdM programs in Tanzania. This role is vital for generating reliable data that informs programmatic decisions, supports continuous improvement, demonstrates program impact, and ensures alignment with MdM's mission and donor requirements.

Key Tasks and Responsibilities

Monitoring and Evaluation Systems and Implementation

• Develop and maintain project-specific M&E frameworks, including logical frameworks, indicators, and data-collection tools.
• Ensure M&E systems align with donor requirements and organizational standards.
• Monitor and analyze program data to track progress against targets.
• Develop M&E guidelines for a sustainable system, with support from headquarters and the program team.

Data Collection and Analysis

• Coordinate regular data collection, verification, and analysis.
• Ensure data quality, consistency, and compliance.
• Implement appropriate reporting tools, formats, and systems.
• Conduct field visits to verify data quality and implement corrective measures.
• Ensure data protection and confidentiality.

Reporting and Documentation

• Prepare timely and accurate M&E reports for internal and external stakeholders.
• Manage a secure central filing system for project-related information.
• Document lessons learned, success stories, and best practices in collaboration with field teams and partners.

Capacity Building

• Train project staff and partners on M&E tools, methodologies, and data-quality assurance.
• Provide ongoing technical support to field teams and partners.

Learning and Accountability

• Facilitate learning reviews and reflection sessions to improve program design and delivery.
• Support the development of feedback mechanisms for community engagement and accountability.

Collaboration and Coordination

• Work closely with coordinators, program managers, field staff, and external evaluators.
• Liaise with donors and partners on M&E matters.
• Represent MdM at M&E-related meetings and workshops.

CUTTS Hep C Research Project Responsibilities

• Monitor data entry in REDCap according to protocols and standard operating procedures.
• Provide data extracts for analysis by the operations team.
• Support study sites during data entry and respond to queries.
• Review data quality, identify and resolve data queries, and follow up on corrective actions.
• Act as a bridge between REDCap and Monitool using REDCap data.
• Participate in quarterly site-monitoring visits.
• Complete study-monitoring checklists to ensure compliance with protocols, SOPs, and Good Clinical Practice (GCP).

The MEAL Officer may be assigned additional duties by their supervisor or management.

Required Profile

Educational Background

Candidates must possess:

• A degree or diploma in Monitoring and Evaluation, Data Management, Public Health, or a related field.

Professional Experience

Candidates must have:

• A minimum of two years of experience in monitoring and evaluation.
• At least three years of experience working on development projects with international non-governmental organizations (INGOs) or non-governmental organizations (NGOs).

The following will be considered added advantages:

• Experience working with key populations.
• Experience in research data management or health research.
• Experience using REDCap or similar databases.
• Basic knowledge of research protocols, standard operating procedures, and Good Clinical Practice.
