Job Summary
The Monitoring, Evaluation and Learning (MEL) Officer will play a crucial role in monitoring and measuring the impact of our programs and activities. This position involves communicating MEL information, developing effective monitoring tools, conducting data surveys, collecting, analyzing, and interpreting data, managing structured data, coordinating and following up on field MEL activities, and preparing comprehensive reports.
Duties and Responsibilities
Management of Monitoring and Evaluation Initiatives
- Implementing and reviewing work plans for monitoring and evaluation.
- Developing and implementing robust MEL frameworks, systems, structures, and procedures, including logical frameworks, project performance tracking, indicators, data flow charts, and M&E manuals.
- Conducting baseline surveys, evaluations, and studies as per the program implementation framework for HiH EA (TZ).
- Undertaking MEL activities and initiatives, ensuring data quality, tracking program implementation progress, impact, and outcomes.
- Developing and pre-testing monitoring and evaluation tools.
- Building the capacity of staff in monitoring and evaluation.
- Training enumerators on the use of tools and data collection techniques prior to surveys.
- Performing regular field visits to ensure projects and programs align with their design.
- Undertaking data analysis, interpretation, manipulation, and reporting for internal use and external distribution to partners, donors, government agencies, and other stakeholders.
- Supporting fundraising and resource mobilization by providing relevant data and information for proposal writing and concept papers.
- Maintaining positive relationships with beneficiaries, local communities, partners, collaborators, government agencies, and other external contacts.
- Compiling and submitting periodic and management reports as prescribed.
- Staying abreast of program changes and progress to advise on and recommend tools and strategies for increased program performance and results.
Data Quality and Documentation Management
- Ensuring compliance with relevant norms, protocols, guidelines, and regulations established by the monitoring and evaluation system.
- Maintaining high-quality standards in all MEL components at HiH EA (TZ).
- Overseeing processes that ensure quality control for data management.
- Ensuring accurate reporting of findings.
- Maintaining proper storage of data and information.
- Carrying out regular data backups.
- Identifying strengths and weaknesses in existing data collection and management systems.
- Proposing solutions to the Monitoring and Evaluation Manager and senior management.
Knowledge Sharing and Learning
- Ensuring that MEL frameworks and tools capture and document case studies, best practices, experiences, and lessons learned for internal and external sharing.
- Participating in the dissemination of findings.
- Sharing MEL reports with operations teams, documenting findings, highlighting areas of success, and proposing reviews, experiences, and learning points.
- Coordinating the implementation of adopted best-practice processes.
Other Duties
Perform any other duties as may be assigned by the supervisor from time to time.
Knowledge, Skills, and Abilities
The required knowledge, skills, and abilities may be acquired through a combination of formal education, self-education, prior experience, or on-the-job training.
Education and Academic Qualifications
Applicants should possess:
- A bachelor's degree in any of the following disciplines: Mathematics and Statistics, Information Management, Project Management, Business Administration, Social Sciences, or any related field.
Specialized Training and Professional Qualifications
Applicants should have:
- A postgraduate or professional qualification in Monitoring and Evaluation, or Project Planning and Management.
- Statistical data analysis skills using tools such as: Microsoft Excel, SPSS, STATA, or other relevant data analysis tools.
Required Competencies, Abilities, and Skills
Applicants should demonstrate:
- Ability to design monitoring and evaluation tools, surveys, surveillance systems, and evaluations.
- Excellent analytical skills and attention to detail.
- Extensive experience in research, surveys, and data management.

Relevant Work Experience
