The position holder for the role of M&E Officer will be responsible for monitoring and evaluation of the Youth Economic Empowerment project “A Working Future” in Mwanza.  S/he will be responsible to support and provide technical expertise in M&E to all Working Future project activities, particularly YSLAs and VSLAs health check to ensure all groups sustainable, including the provision of support to project staff, and staff of partner to implement monitoring, evaluation, and reporting.

Under the guidance of the CO M&E Specialist and direct supervision of the Project Manager, the M&E

Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the

Working Future project maintains its strategic vision and that its activities result in the achievement of its intended

outputs and outcomes in a cost-effective and timely manner.

 

The M&E Officer will be responsible for designing and implementing the M&E activities of the project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and monitor the project activities regularly, developing and maintaining the MIS SAVIX of the project, updating project beneficiary information on YESME! Tool and will be responsible for the collection & analysis of different data in relation to the project activities.

Dimensions of the Role

• Conduct monitoring and ensuring high quality and timely inputs, and for ensuring that the A Working Future project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost-effective and timely manner.
• Regular follow-up and periodic audit, verification and health check of Village/Youths Loans Associations and groups, to assess their saving and financial performance, membership status, leadership capacity and capacity needs, and gender situations within the groups, this is to support the project manager and implementer ensure the functionality of the groups throughout the project duration.
• Design and implementing the M&E activities of the project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and monitor the project activities on a regular basis, developing and maintaining the MIS SAVIX of the project, updating project beneficiary information on YESME! Tool and will be responsible for the collection & analysis of different data, and overall data management in relation to the project activities.

Accountabilities

• Ensures M&E ethical and technical assistance is available and provided at all times to the project team and partner NGO staff in project areas;
• Supports the design, development, and implementation of the M&E strategy in line with tools
• Supports in analyzing and writing of monthly, quarterly, semi-annual, and annual project performance reports and their submission in stipulated deadlines and support other project staff and partner NGOs in report writing skills.
• Under the supervision of CO M&E specialist support data auditing and verification to assure internal consistency and validity of project activity monitoring data reported by all partners, through quarterly data verification and auditing visits.
• Facilitates the interpretation and use of M&E data, through the quarterly district review meetings between the project, partner NGO, and other relevant stakeholders at the  district level
• Supports review of progress on a quarterly basis; problem-solving and development of remedial actions ensuring any disparity between planned and actual outputs are addressed.
• Participates and contributes to the development of the Monitoring and Evaluation performance monitoring plan.
• Liaises with of CO M&E specialist to facilitate the implementation of capacity building workshops and on the job training on monitoring, evaluation, and reporting as required for partners.
• With support and supervision of CO M&E specialist provides guidance and support to field staff and partner NGO staff in the development and implementation of monitoring tools, which will include, but not be limited to, data collection, analysis and reporting on project indicators;
• Contributing to developing relevant monitoring tools to be used by Community Resource Person (CRP) and Youth CRP 
• Training and providing monitoring tools to Community Resource Person (CRP), Youth CRPs 
• Participating in supportive supervision for facilities trained on data quality and utilization in collaboration with M&E officers from partner organizations.
• Update project beneficiary information on YESME! Project tool.
• Performs other project related duties as assigned by the Project Manager of the A Working Future Project and M&E specialist
• Collect and document change or success stories from A Working Future Project intervention and share with Project Manager for reporting purposes.
• Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

Required Experience and Qualifications

• Minimum of a basic degree in Project Management, Statistics, Social Sciences, Information Technology, or equivalent;
• Minimum of at least five (3) years of experience in design and implementation of monitoring, evaluation and research systems in economic empowerment projects;
• Minimum of 2 years of providing training, and in a supervisory and/or management role, in monitoring and evaluation, Youth empowerment is required capacity;
• Minimum 2 years of working in VSLA project and using MIS/SAVIX for VSLA online data management
• Ability to work independently with minimal supervision;
• Ability and willingness to travel within the supported districts;
• Computer skills – MS Word, Excel, PowerPoint, Outlook, and Internet and statistical packages such as SPSS, STATA, Epi Info, and other related packages.

Essential

• In-depth knowledge of the M&E and  preferably a minimum of three years of experience in Non-profit making organization
