Present in nearly 80 countries mostly affected by disasters emanating from natural and human – induced hazards, the organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to nutritious food and contribute to the lasting solutions, especially in many of the world’s most remote and fragile areas.
In Tanzania, WFP collaborates with the Government to address crises caused by natural hazards and climate changes by building the resilience of vulnerable populations through provision of technical assistance and capacity strengthening. These include strengthening data analysis for early warning and early response as well as conducting simulations.
Likewise, in Zanzibar, various studies highlight the vulnerability of the island to various hazards. Zanzibar as other islands in the world has been experiencing a quite significant number of disastrous events of both natural and human-induced origin and is continually prone to a variety of such or other hazardous events. Zanzibar Disaster Risks and Capacity Needs Assessment of 2008 shows that these disasters are related but not limited to drought, floods, environmental degradation, and strong winds as well as fire outbreaks, marine accidents, epidemics.
WFP has identified a number of entry points to support the government of Zanzibar to stregthen its capacity on disaster preparednesand response capacity. WFP will build on the earlier initiatives done in Mtwara and Lindi and the consultative processes held in Zanzibar by engaging a Local Consultant to work with Local Government in the two regions as well as in Zanzibar through the Disaster Management Commission.
Education:
Advanced University Degree in one or more of the following disciplines: Master’s degree in: Economics, environmental studies, Social Sciences, development studies or related area.
Language:
Fluency in both oral and written communication in English and Swahili.
Under the overall supervision of the Head of Programme, and with day-to-day guidance of the Activity Manager for Resilience, the Local Consultant will work with his/her counterparts at national, regional and district levels to implement the required tasks. In particular, the consultant will coordinate and communicate with UNICEF and the UN Emergency Coordination Group on national preparedness efforts and will consider complementarities of proposed Disaster Risk Reduction Plans with TASAF’s Social Safety Nets Programme as and when relevant. S/he will work in partnership with Government focal Ministries, UN Agencies, Development Partners in completion of various planned activities including training and capacity strengthening, development of Emergency Preparedness and Response Plan and recovery framework in at least four districts of Lindi and Mtwara and two in Zanzibar through strategic engagement with a wide range of stakeholders at national and sub national level.

Knowledge & Skills:
Proficiency in MS Windows, MS Office (Word, Excel, PowerPoint, Outlook). Skills on application of Geographical Information Systems (GIS) for Disaster management (DRM) will be added advantage.
Strong qualitative and quantitative skillsets are essential. Collaborative team player, action management, innovation, partnership, and client orientation are critical characteristics for the profile
Minimum of 8 years post graduate, progressively responsible, job related experience in disaster risk reduction, risk financing or related areas, including experience in facilitating and leading the development of viable district level DRR/EPRP Plans linked to national level DRR Plans. Demonstrated experience in managing projects and teams on climate and resilience building programmes would be ideal; ability to engage with senior technical staff from government and UN partners; and proven capacity for designing, mobilizing resources, and implementing integrated climate resilience programmes at sub-national level required.
