Position Summary 

The Program Officer will play a crucial role in the Kilombero Landscape program. With guidance from the supervisor, the role will support effective reporting, project monitoring, data collection, analysis, planning, designing of programme activities, resolving emerging issues and initiating appropriate corrective actions in line with AWF policy. This role will also lead Monitoring and Evaluation efforts, in the Kilombero Landscape and support MEL activities in Tanzania Country Office. The incumbent will also ensure regular updating of the relevant impact tools, support the development of tools for capacity building of AWF staff and partners in MEL and promote the appropriate AWF reporting style MEL knowledge internally and externally to AWF.

The Program Officer will work closely with project teams in Tanzania, partners, and local communities to ensure that program activities are properly managed as per contracts and project document, activities monitored, evaluated, and documented to support evidence-based decision making.

Responsibilities:

A.      Contribute to Project administration and implementation of the Project Management System

• Support the Kilombero Landscape Manager to develop a plan for project-related capacity-building on project/ program design, MEL concepts, skills and tools and any computer-based solutions that may be required within AWF landscapes.
• Ensure that the project management information system (Spider Impact) is fully up-to-date and alerts teams on any gaps.
• Analyze the interdependency of activities timeline and support the technical team to allocate the resources accordingly to avoid overlaps and cut down costs.
• Ensure quality delivery of training conducted by AWF and partner organizations including co-facilitation with trainers, coaching and feedback to trainers and lesson learnt for internal use.
• Support the Landscape Manager in securing the support of relevant stakeholders such as private sector firms, International and government institutions and donor community and other stakeholders to support the initiative of AWF in the landscape.
• Develop and implement MEL frameworks, systems, and tools for AWF projects in Tanzania, with a specific focus on the Kilombero Landscape.
• Maintain an up-to-date inventory of reliable, primary, and secondary data sources of key statistics to contribute to MEL.
• Collaborate with the teams in Tanzania to troubleshoot the operationalization of the MEL system and to ensure that it is timely updated.
• Conduct desktop Research, abstracting, and encoding to update MEL documents for internal learning.
• Conduct regular field visits to project sites to monitor activities, collect data, and ensure data quality and accuracy.

B.      Support implementation of Workplan

• Work with the technical team (component lead) to prepare and maintain an up-to-date calendar for activities clear dates of trainings, workshops and field visits including MEL events in Kilombero landscape and assist Tanzania country office on the same.
• Support project teams to understand, design activities and set measurable targets and indicators to monitor project performance and achieve desired results.
• Prepare, implement, and report field monitoring activities feedbacking and/or validating technical reports.
• Review all project interim/ progress reports and ensure they are evidence based before they are submitted to next level reviewers.
• Champion the utilization of the collaborative, learning and adaptation (CLA) approach to continually assess project performances to inform project management for decision-making.
• Collaborate with the Senior Manager, Knowledge Management to compile and communicate to AWF teams on lessons learned from landscape program/project M&E to improve quality of programming. This includes liaison with internal and external organizations to identify and distribute good M&E practices in M&E and contribute to knowledge sharing.

C.      Communication of Project Outcomes

• Work with the Kilombero Landscape Manager and country office teams to review and disseminate project best practices to relevant audiences through fact sheets, professional articles, and success stories, support the organization and preparation of project implementation reports.
• Work closely with the Manager, Field Communications to design and compile digital stories for learning.
• Participating in and helping organize consultations with stakeholders including documentation.                                                                                                                                                    

Requirements and skills

• Bachelors’ Degree in social sciences, including Wildlife and Forestry Management, Natural Resource Management, or any related field with proven experience in Monitoring & Evaluation preferably in the field of conservation or development.
• At least three to five years’ experience consistent with roles above.
• Experience in designing research tools and strategies for data collection, analysis, and production of reports including database management.
• Experience to work under pressure to meet report deadlines under minimal supervision.
• Able to adapt, highly flexible, organized, resourceful and attentive to detail and is a team player.
• Proficiency in data analysis using statistical software (e.g., SPSS, STATA, or R) and data visualization tools is added advantage.
• Excellent written and verbal communication skills in English and Swahili with above average presentation, facilitation, and training skills.
• Familiarity with the socio-economic and environmental context of Tanzania, particularly the Kilombero Landscape, is highly desirable.
• Experience working with international organizations, NGOs, or government agencies is an asset.
• Willingness and ability to live and work in remote and physically challenging locations.
