Project:

The USAID’s Act to End Neglected Tropical Diseases | East program (2018-2023), led by RTI International, supports countries to reach their control and elimination goals through proven, cost-effective public health interventions. The project focuses on partnering with NTD-endemic countries to eliminate and control five of the most common NTDs, including lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis, and intestinal worms (hookworm, ringworm, and whipworm), which affect more than one billion people worldwide. A strategic emphasis of this work is to support program countries to create sustainable NTD programming within a robust and resilient health system. R4D, as one of the RTI consortium’s implementing partners, leads the sustainable financing component of this work.

R4D-led work under Act to End NTDs | East will also strengthen local capacity for planning, budgeting, and execution so that NTD programs can continue with high levels of effectiveness. In priority countries Ethiopia, Uganda, and Tanzania, R4D will help Ministries of Health identify potential options for sustainable financing of NTDs -in line with broader health financing strategies for domestic resource mobilization (DRM), PHC and/or UHC. Thereby, for the next three years, Act | East will support government institutions to assume greater programmatic and financial responsibility for the NTDs response.

Opportunity:

R4D seeks a Program Officer – Health Systems and Financing to provide technical and program management support to the development of the health financing activities prioritized for support in key program countries: Ethiopia, Uganda, Tanzania, Mozambique, and Nigeria.  The Program Officer will also contribute to strategy, project management, and analytic activities in support of efforts by Act | East countries to more sustainably finance their health systems and accelerate improvements in the effective coverage, quality and equity of priority health services.

This position is based in Addis Ababa and may require international/regional travel in accordance with R4D travel and safety precautions. The program officer will report to the R4D’s Program Director for the Act | East program in Washington D.C. but will be expected to routinely engage with the RTI/Act East country team. However, the co-location of this position within the R4D Ethiopia country office will also provide unique opportunities to collaborate with the R4D Ethiopia Country Director and other R4D technical staff supporting health financing work in Ethiopia. 

Responsibilities:

The PO will serve as a critical member of the project management team, advising on overall project strategy and design, contributing technical expertise, managing local consultants, and overseeing the implementation of activities in Ethiopia, Uganda, Tanzania, Mozambique, and Nigeria.

Responsibilities include, but are not limited to:

• Supporting and, in some cases, leading health economics and financing analysis in areas including, but not limited to, resource mapping, fiscal space, public financial management, costing, cost-effectiveness, equity and efficiency;
• Contributing to developing and adapting relevant analytic tools and methods for project aims;Implementing analytic and capacity building activities to influence both supply of and demand for high-quality health services in project countries;
• Contributing to relevant learning activities such as learning events and/or webinars supporting the achievement of project goals and objectives.
• Traveling, as needed, to advance project objectives and to share results and learning.

Additionally, they will have a range of project management responsibilities, including:

• Overseeing selected project activities, including coordinating inputs from other team members in response to identified analytic, capacity building and other needs;
• Helping to develop project budgets and to monitor expenditures in accordance with R4D policies and funder requirements;
• Contributing to the effective monitoring of key activities and documenting and disseminating results at national, regional and/or global levels; and
• Maintaining strong, positive relationships with partners, funders, and country governments.

Qualifications:

Successful candidates will have the following qualifications:

• Master’s degree in health economics, health policy and management, or public health with a health financing focus
• At least five (5) years of field-based experience working on health financing and/or health economics evaluation and analytics, health policy, planning, public financial management (PFM), and/or financing in Africa countries, preferably Ethiopia, Uganda, Tanzania, Mozambique, and Nigeria
• Relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank
• Experience collaborating with partners to provide technical assistance and implement program activities
• Ability to work independently and collaboratively as part of a team and deliver high-quality outputs and results within tight timeframes
• Strong writing, editing and oral communication skills with the ability to lead the production of high-quality deliverables and facilitate technical discussions on the same
• Excellent analytical skills and comfort working with quantitative and qualitative data; and
• Full professional fluency in written and spoken English.
