Project:

The USAID’s Act to End Neglected Tropical Diseases | East program (2018-2023), led by RTI International, supports countries to reach their control and elimination goals through proven, cost-effective public health interventions. The project focuses on partnering with NTD-endemic countries to eliminate and control five of the most common NTDs, including lymphatic filariasis, trachoma, onchocerciasis, schistosomiasis, and intestinal worms (hookworm, ringworm, and whipworm), which affect more than one billion people worldwide. A strategic emphasis of this work is to support program countries to create sustainable NTD programming within a robust and resilient health system. R4D, as one of the RTI consortium’s implementing partners, leads the sustainable financing component of this work.

R4D-led work under Act to End NTDs | East will also strengthen local capacity for planning, budgeting, and execution so that NTD programs can continue with high levels of effectiveness. In priority countries Ethiopia, Uganda, and Tanzania, R4D will help Ministries of Health identify potential options for sustainable financing of NTDs -in line with broader health financing strategies for domestic resource mobilization (DRM), PHC and/or UHC. Thereby, for the next three years, Act | East will support government institutions to assume greater programmatic and financial responsibility for the NTDs response.

Opportunity:

R4D seeks a Program Officer – Health Systems and Financing to provide technical and program management support to the development of the health financing activities prioritized for support in key program countries: Ethiopia, Uganda, Tanzania, Mozambique, and Nigeria.  The Program Officer will also contribute to strategy, project management, and analytic activities in support of efforts by Act | East countries to more sustainably finance their health systems and accelerate improvements in the effective coverage, quality and equity of priority health services.

This position is based in Addis Ababa and may require international/regional travel in accordance with R4D travel and safety precautions. The program officer will report to the R4D’s Program Director for the Act | East program in Washington D.C. but will be expected to routinely engage with the RTI/Act East country team. However, the co-location of this position within the R4D Ethiopia country office will also provide unique opportunities to collaborate with the R4D Ethiopia Country Director and other R4D technical staff supporting health financing work in Ethiopia.
