Danmission East Africa is seeking a qualified and experienced Programme Manager Nature & Climate to lead and oversee the nature and climate portfolio of its East Africa Regional Office. The role involves facilitating equitable partnerships, ensuring high-quality project design and programme management, advancing strategic policy influence, and supporting effective resource mobilization. Success in this position requires strong technical expertise, integrity, collaborative leadership, and the ability to inspire, guide, and enable others. The Programme Manager will work closely with Danmission colleagues and valued partners to connect the organisation’s strategic intentions with the realities of the regional context.

• Duty station: East Africa Regional Office, based in Zanzibar or Dar es Salaam
• Contract type: Full-time
• Contract duration: Three years, with an opportunity for renewal depending on performance
• Starting date: 1 September 2026, or no later than 1 October 2026
• Probation period: First six months
• Salary: TZS 3,000,000–8,000,000 per month, negotiable
• Travel requirements: Travel within Tanzania, Kenya, Madagascar, and other countries

About the Role

The Programme Manager will work in partnership with organisations and communities in Tanzania, Kenya, and Madagascar on nature and climate development projects and programmes. The role will involve designing, implementing, monitoring, evaluating, and reporting on programmes; supporting policies that create an enabling environment for people and the planet to thrive in harmony; and mobilising funds to support the work of Danmission’s partners.

Key Responsibilities

The Programme Manager’s responsibilities regarding the nature and climate portfolio will include, but will not be limited to:

Programme and Project Management

• Ensure sound management of programmes and projects within the nature and climate portfolio at the regional office.
• Facilitate partner-led development of project concepts, project descriptions, and funding proposals in collaboration with partner organisations and with strategic support from relevant headquarters functions.
• Advise the Regional Director on the quality, coherence, and results of the nature and climate programme and project portfolio.
• Plan projects and prepare implementation plans based on the country programme.
• Manage financial project administration in cooperation with finance colleagues.

Fundraising and Resource Mobilisation

• Identify funding opportunities in collaboration with partners and the Regional Director.
• Lead or co-lead the development of donor applications and concept notes.
• Contribute to donor mapping, donor intelligence, and relationship-building activities.
• Support effective resource mobilisation for partners’ programmes and activities.

Monitoring, Evaluation, Learning, and Reporting

• Support partners in planning, monitoring, evaluation, and learning processes, including outcome harvesting.
• Help partners document results and lessons learned.
• Assist partners in ensuring that Danmission’s standards on human rights-based approaches (HRBA) and gender equality are integrated into programming and advocacy.
• Support partners in preparing reports for relevant stakeholders, including back donors.

Partnership Development and Local Leadership

• Promote partner leadership and ownership throughout the project cycle, including design, implementation, monitoring, learning, and adaptation.
• Support partners in conducting self-led capacity assessments and developing organisational capacity development plans.
• Facilitate partner-to-partner learning, exchange, and collaboration.
• Support the implementation of Danmission’s Local Leadership and Shifting Power Strategy.
• Support partners’ participation in relevant networks, coalitions, coordination mechanisms, and policy processes.
• Facilitate connections between local experiences and broader advocacy and policy opportunities.

Compliance and Quality Assurance

• Ensure that projects comply with Danmission’s quality standards, programme strategies, donor requirements, and relevant organisational policies.
• Ensure compliance with safeguarding, anti-corruption, prevention of sexual harassment, exploitation and abuse (PSHEA), and risk management requirements.

Communication and Representation

• Contribute to internal and external communication by documenting results, lessons learned, and partner stories.
• Represent Danmission in meetings, networks, donor engagements, and coordination forums, as delegated by the Regional Director.
• Support visits, learning events, and partner exchanges.

Additional Responsibilities

The position combines strategic leadership with hands-on implementation and requires close collaboration with the Regional Director and colleagues across Danmission offices. Depending on ongoing programme delivery and operational requirements, the role may also include broader responsibilities such as:

• Governance and compliance oversight
• Communication and stakeholder engagement
• Emergency support
• Advisory responsibilities
• Staff supervision
• Other programme and operational duties as required

Professional Competencies and Experience

Applicants should have:

• Experience in international development cooperation, including managing projects funded by institutional donors such as Danida, the Global Environment Facility (GEF), the UK Department for International Development (DFID), the European Union, and United Nations agencies.
• Thematic expertise relevant to nature and climate programming, such as natural resources management, nature-based solutions, coastal and marine conservation, water governance, or sustainable tourism.
• Strong programme management competence and efficiency, including knowledge of monitoring, evaluation, and learning (MEL), outcome harvesting, HRBA, and financial management.
• A demonstrated track record in institutional fundraising and proposal development.
• The ability to work with communities and grassroots groups.
• Experience working through partnerships and supporting organisational capacity strengthening.
• An understanding of localisation, local leadership, and shifting power approaches in international development.
• Experience managing partnerships and working in multicultural and politically sensitive contexts.
• Proficient English-language skills sufficient to meet international reporting standards.
• Proficient Kiswahili-language skills for effective engagement with partners, communities, and key actors.
• Strong IT skills, including proficiency in Microsoft Office.
