Role Purpose

Generally, the purpose of the KMC project is to support Government of Tanzania (GoT) efforts by contributing in the reduction of both maternal and infant mortality rate in the Kilombero district, Morogoro region, through improving access to health services for children under five and pregnant women by implementing supply-and-demand side interventions to increase communities’ awareness on importance of immunization services, and to provide and increase coverage of immunization services, such as measles and pentavalent vaccine for children under-fives and tetanus toxoid among pregnant women.

With operations from Kilombero district, the project’s primary intervention focus is on conducting community outreach quality health care services for under-fives and pregnant mothers within 48 immunization posts in 36 villages and 18 wards in Kilombero district.

Therefore, the roles and responsibilities of KMC project will evolve on the provision of technical leadership and support to the successful implementation of integrated facility and community-based health interventions for Kilombero district through DMO office).

This role will be:

• Working with and providing technical leadership and support to relevant partner, staff and community health workers in the district for effective project implementation and monitoring.
• Providing supervision for technical district government staff and ensuring compliance with technical, programmatic, contractual and financial requirements set by project
• Managing and coordinating project activities at the district
• Conducting regular progress review meeting comprising of the partners, district authorities and other stakeholders at district and ward level
• Strengthening and institutionalizing corporate monitoring systems and tools at the District level for effective management of outcomes and results.
• Collection, sharing and dissemination of program learning’s at District level and at National level through reporting to documentation.
• Production of regular and high quality project narrative & financial reports as required by Plan  and Donor as per required format  
• Ensure successful implementation of all program activities based on the approved work plan

 

Dimensions of the Role

• Has the overall responsibility for project implementation including quality assurance, reporting, oversight of M&E activities and communications in line with the project proposal and donor agreement.
• Providing leadership and guidance to the project team on project activities.
• Facilitates communication between the local partners
• Coordinates project implementation, monitoring and evaluation
• Effectively manages project resources including the timely utilization of the project funds.
• Effectively collaborates with the relevant stakeholders for learning and information sharing on Maternal and child health
• Facilitates capacity building of local partners with focus on project management, advocacy and influencing activities
• Facilitates joint reporting in line with the donor contracts and compliance requirements.
• Represents Plan at district, Regional and national level stakeholder forums, consultative sessions, or conferences related to Maternal and child health interventions
• Ensures key stakeholders are kept informed of project activities as appropriate (example: NOs, donors, government authorities etc.).
• Facilitates the documentation of lessons learnt and good practices in the course of implementation of the project.
• Coordinates effective participation of children, families, communities and stakeholders in programming activities.

 

Accountabilities

• Establish good working relations with children, families, community leadership, and community based organizations (CBOs), government extension staff and other stakeholders at district and provincial levels.
• Participate in stakeholder meetings and networks at village, ward, district, regional levels
• Ensure all relevant authorities are included in the planning, implementation and monitoring of project activities as appropriate.
• Ensures meaningful participation of the local partners in relevant stakeholder meetings and networks at district, provincial, national, sub-regional and regional levels in line with the project proposal.
• Ensures that Plan International’s Safeguarding Children and Young People (SCYP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

Implementation, MER, REPORTING, AND DOCUMENTATION

• Develop project level monitoring plan and monitor activities 
• Budget control - track program spending, provide timely and regular updates in M & E systems, analyze deviations and take corrective action as needed.
• Ensure quality implementation on activities on livelihoods promotion, adolescent and sexual reproductive health, child protection systems strengthening, promotion of education
• Conduct monitoring and evaluation of the project activities using program quality assessment tools
• Ensure age and sex-disaggregated data is provided and analyzed during situation assessments, monitoring, reviews, reporting and documentation
• Prepare project implementation reports  as per requirement of donors and project on a timely manner
• Organize periodic review and reflection workshops/meetings to review and adapt project plan and strategies and document learning and evidences
• Actively managing issues the project faces during implementation and ensure they are communicated appropriately to relevant stakeholders.

Technical expertise, skills, and knowledge

Essential

• Education - University degree in Social work/community development/social science/ development studies, project management, public health
• Training – key exposure to courses on:  Project management, Child protection, Gender equality,  Monitoring and evaluation, partnership management; Human Rights Conventions, public health
• At least 5 years practical experience in project and budget management in Donor funded projects.
• Experience in designing and implementing of public health and community programs
• Extensive knowledge of health programming at district level
• Working knowledge of donor policies as well as national health policies and strategies, i.e. immunization strategies
• Demonstrated management, supervision, networking and leadership skills working with large, complex programs
• Experience in undertaking policy dialogue with different stakeholders at district level including community leadership
• Knowledge of health systems, decentralization of services and related issues
• Sensitivity to cultural differences and understanding of gender issues, youth and reproductive health
• Ability to manage projects, consultants, set realistic priorities, and plan for the successful technical implementation of programs
• Ability to work well with others and to develop and maintain compatibility with other and recipients of assistance
• Expertise in building effective relationship with key internal and external stakeholders
• Well-developed written and oral communication skills in English and Kiswahili
• Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision
• Ability to travel to implementation districts a minimum of 70%.

Physical Environment

The work environment will involve frequent field visits (70%) and Office based/ district networking work (20%), travel to Plan’s Country office whenever necessary for project management purposes and meetings (10%)

Level of contact with children

High level: Frequent interaction with children: as the post holder will require working with children in the project communities.
