MISSIONS / JOB DIMENSIONS
The EACOP Safety Officer based in Tanzania. The Job Holder supports the Health & Safety Lead to coordinate all HSE matters for the Dar Offices as well as field activities relating to the Corporate team deployed in country (primarily Land & Social). No direct budget responsibilities but implicated in the department activities with an estimated budget implication +$1M USD/annually. Interfaces with regulators and local stakeholders for health and safety aspects.
ACTIVITIES
Safety
- Support field activities for EACOP Contractor management
- Field level support driving, transportation and logistics
- Implementation of the EACOP medical / pandemic plan
- Incident reporting & investigation
- HSE Performance reporting
- Analysis of contractor’s HSE Management Systems for prequalification and call for tender activities
- Incident management including reporting, notification, investigation & analysis
- Maintain the accidents/incident database and follow up the actions plan
- Conduct HSE inductions and update the database as necessary
- Participate to emergency response and crisis management
- Promote safety and security behavior within the Branch
- Prepare and facilitate toolbox meeting
- Safe and sound execution of Safety inspections/ Audits, risk assessments processes (JHA, HAZOM Hazard observation and Mitigations)
- Train the Trainer capabilities Road Transport & Drivers Safety
- Check and follow-up the Journey Management Plans
- Monitor car and driver fleet in Dar Es Salaam and in the field
CONTEXT AND ENVIRONMENT
- The project has started early civil works and is moving into full construction phase within the next 12 to 18 months
- Land acquisition activities are ongoing with a growing presence of EACOP personnel in the field
- Numbers of people in the office is growing rapidly
- EACOP personnel are actively engaged in fieldwork including consultation, land acquisition and support for project activities
ACCOUNTABILITIES
To contribute to the successful implementation of the EACOP HSE policies through :
- Follow-up of field activities from induction to contractor’s assessments.
- Daily analysis, reporting and actions plan follow up.
- General support for the implementation of HSE policies and awareness initiatives both in the Dar office and in the field.
QUALIFICATIONS AND REQUIRED EXPERIENCE
- At least 10 year's professional experience working in Oil & Gas or other extractive industry HSE capacity with in-field experience Transportation and/or logistics risks experience is an asset.
- Facilitation experience for incident investigation and causal analysis.
- Fluent in Swahili and English, both written and spoken and computer literate with all MS Office programs.
- Good knowledge of Tanzanian safety and security regulations.
- Clean police record and driving license.
- Highly available, autonomous and able to travel to remote areas in Tanzania.
- Sense of responsibility and dependability with good communication and observation skills
- Ability to work within a diverse team.
