Background

UN in Tanzania employ over 1,400 personnel countrywide in 20+ Duty Stations. As a mandatory Security Risk Management (SRM) measure in Tanzania the United Nations operate a UN Security Communications System for voice and data communications, consisting of wireless (4G, UHF, VHF, HF, Satellite), the landline telecommunication (telephone, IP) the electronic Travel Advisory Application (eTA-App) with its international messaging function and agency-specific warden messaging systems.


The accountability for operation and maintenance of the common Security Communications System (SCS) lies with the UNDSS Security Advisor (Security Policy Manual). The infrastructure is funded by the Locally Cost Shared Security Budget (LCSSB). It consists of

  • A 24/7 Security Operations Center (SOC) in Dar es Salaam,
  • VHF repeaters outside the capital city, linked to the SOC via Internet Provider (IP)
  • IP based tracking and messaging services/applications


Radio Rooms and/or VHF repeaters, operated by personnel of Agencies, Funds and Programmes for their individual operational purposes (i.e. agency-specific mission tracking, premises security etc.) will be linked to the common SCS and follow the same Standard Operating Procedures (SOPs).

 

Duties and Responsibilities

  • Monitor all radio communications, including tracking of UN vehicles and staff movements, to ensure efficient, 24-hour coverage of Security Communications;
  • Collect, compile, disseminate and broadcast security and safety related information on behalf of the Designated Official/Security Advisor;
  • Use UNDSS IT-tools and apps for travel monitoring and emergency notifications (TRIP, UNSMIN, ETA etc.)
  • Disseminate other security related communication through the available electronic channels incl, personal messaging (PM) services and APPs;
  • Conduct regular communications checks and keep track of participation, filing weekly compliance reports
  • Coordinate and support the implementation of emergency- and contingency plans and operations of agency specific warden systems;
  • Routine- and incident reporting to the UNDSS Security Advisor as per Standard Operating Procedures (SOPs)
  • Implement all other SOPs for the United Nations Security Communications System in Tanzania;
  • Support operability, repair, maintenance, and inventory of common SCS-equipment;
  • Support UNDSS-led training of UN personnel in the use of emergency telecommunications equipment and tools;
  • Management of UN ground passes (“UN-ID”), staff counts and lists of personnel;
  • Other tasks related to Security Communications as instructed by the UNDSS Security Advisor;

Required Skills and Experience

Education:    

  • Secondary Education, Certificate in Radio operating field is desirable and University Degree in related field is an asset

Experience:    

  • Minimum 4 year, UN, NGO or Government experience required; experience in the operation and maintenance of radio- and IT equipment is an asset;
  • Good general geographic knowledge of the country; work experience in locations with UN duty stations outside Dar es Salaam is an asset;
  • Excellent inter-personal and oral communication skills;
  • Excellent computer literacy and skills (MS Office, internet browsers, smartphone apps – IOS & Android),
  • Experience in the use of GPS applications such as Google Maps, Google Earth and use of GPS devises would be an asset
  • Ability to work with minimum supervision, with efficiency, competency, and integrity

Language Requirements:    

  • Proficiency in written and oral English. Working knowledge of other UN language desirable. Knowledge of local (Swahili) language is essential
