The Ariel Glaser Pediatric AIDS Healthcare Initiative (AGPAHI) is a non-governmental organisation that plays a pivotal role in complementing the Government of Tanzania’s efforts towards the attainment of its development goals. AGPAHI strives to provide quality and integrated HIV/AIDS health services to children and families. AGPAHI supports the provision of high-quality HIV and other health services and ensures that efforts are well-integrated into existing regional and district health systems.

AGPAHI is implementing various projects that are highly demanding and thus the organization is looking for a motivated, result driven, qualified and competent staff to fill the following positions.

POSITION: Senior Procurement Officer

REPORTS TO: Support Services Manager

DUTY STATION: Dar es Salaam

Purpose of the post

The purpose of this job is to oversee procurement processes including procurement planning, purchases and monitoring to ensure strict adherence to procurement policies, procedures and regulations and value for money. This role also supports regional teams with procurement and logistics processes.

Major duties and responsibilities

• Oversee procurement and logistics processes at the headquarters and regions to ensure procurement of quality items and optimal utilisation of resources in accordance with AGPAHI procurement procedures;
• Review and approve procurement requisitions and purchase orders in liaison with Procurement Officers to ensure efficient utilisation of resources and minimal wastage;
• Draw tender documents to invite bids from qualified suppliers to provide necessary goods and services to AGPAHI in line with the procurement policy;
• Review invoices received on purchased goods for verification and submit to the Finance department for payment within the credit period;
• Participate in contract negotiations for provision of goods and services to ensure AGPAHI gets the highest possible value for money spent;
• Oversee the establishment of service level agreements for common goods as per AGPAHI standards to ensure efficiency in delivery of frequently used items;
• Provide procurement and logistics support to AGPAHI teams in the various zones in collaboration with Procurement Officers to ensure availability and adequacy of resources to support program activities;
• Oversee logistical arrangements to ensure proper quality control, specification compliance, monitoring and verification of deliveries, plus timely delivery to the end user;
• Oversee the maintenance of procurement records and files in accordance with procurement filing procedures for ease of retrieval when need arises; and
• Prepare periodical and ad-hoc reports to provide updates on the status of procurement activities and processes enabling informed decision making going forward.

Qualifications, Skills, and ability

• Bachelors’ degree in Procurement, Logistics or any other relevant field.
• Professional Certification in Procurement e.g. CIPS or equivalent.
• Six (6) years of relevant experience in similar position from a reputable institution

Technical Competencies

• Demonstrated experience in undertaking procurement procedures;
• Understanding of Procurement laws of Tanzania;
• Ability to monitor adherence to Procurement regulations;
• Ability to offer and organise training in Procurement;
• Competency in developing procurement reports;
• Ability to operate in a cross-cultural environment requiring flexibility;
• Familiarity with the AGPAHI Procurement systems;
• Understanding of donor and governmental requirements;
• Strong attention to detail; and
• Knowledge of relevant legal requirements.
• Ability to use contextualize and solve problems confidently;
• Ability to openly consult with colleagues and other stakeholders; mobility confidently debate issues;
• Ability to implement change initiatives;
• Ability to maintain integrity in all procurement transactions;
• Ability to enforce compliance with standards; and
• Ability to correct other people’s errors without demotivating them.
