Role Purpose

Save the Children seeks an Snr Technical Lead DREAMS for the USAID Kizazi Hodari-Southern Zone program. USAID Kizazi Hodari is a five-year, USAID-funded activity aimed at supporting the Government of Tanzania’s (GOT) Ministry of Health to attain and sustaining HIV epidemic control by improving the health, well-being, and protection of OVC and youth in high HIV burden communities within the Southern Zones of Tanzania specifically Iringa, Njombe and Ruvuma regions.

The program intends to mitigate the impact of HIV/ AIDS and prevent HIV transmission among pregnant and breastfeeding (PBF) women, infants, children, and youth. The program also intends to increase access to and use of health/HIV, nutrition, child protection and social, and protection services among OVC and youth in order to contribute to 95-95-95 goals: 95% of persons living with HIV (PLHIV) know their HIV status; 95% of PLHIV who know their status are on treatment; and 95% of PLHIV on treatment are virally suppressed, by 2030

The strategic objectives support the Government of Tanzania strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV and violence on OVC and AGYW; addressing social, behavioural and structural drivers of HIV and Violence, and improving access to comprehensive SRH and violence response services to prevent new infections. Apart from the project support OVC services in Southern zone, it is also support implementation of DREAMS activities in Iringa. The project will also do directly implementation to DREAMS service delivery programming according to PEPFAR evidence based interventions.

KEY AREAS OF ACCOUNTABILITY

Technical

• Lead the DREAMS team to implement targeted and high-quality interventions that achieve project goals by providing technical oversight, strategic direction and management for the AGYW/DREAMS program to ensure that activities are designed and implemented to meet targets and deliverables.
• In consultation with the Program Manager and MEAL team, develop and adapt strategies and interventions to ensure quality of DREAMS prevention and clinical services and optimal use of data to inform improved layering efficiencies.
• Ensure consistent application of the implementation strategy including prescribed training packages and empower DREAMS staff to provide solutions to bottlenecks and challenges.
• Foster and instil a culture of data for decision-making, and ensure that staff have access to data, and use data to inform and guide decisions about project implementation, and making course corrections and changes in strategy.
• Work closely with the MEAL team to ensure timely and responsive reporting; provide suggestions and solutions to improve data flow from site level, as well as enhance data visualization and use of data for decision making.
• Represent project progress, achievements and lessons learned to the USAID and Kizazi Hodari Southern zone team
• Collaborate with key stakeholders in PEPFAR and non-PEPFAR funded programs on DREAMS and other related program activities.
• Maintain effective internal communications to ensure that all relevant technical specialist are kept informed of strategies and progress of the implementations.
• Document successes, lessons learned and challenges in implementation.
• Support drafting of project reports and results to the donor, including routine monthly, quarterly, annual and other reporting requirements as requested; and ensure sharing of information and knowledge with other country programs, and with the donor, to contribute to systems that support knowledge management.
• Facilitate problem solving and action planning among project stakeholders to address critical challenges and barriers to improving OVC and AGYW/DREAMS service delivery.
• Contribute to program research and learning agendas related to the project and support the analysis, interpretation, and use of data to inform decision-making and programmatic adjustments.
• Perform any other duties as assigned by the supervisor.

Programme Delivery

• Ensure a clear, focused and targeted implementation plan to meet program deliverables, and all layers of the DREAMS intervention, including providing integrated programming of DREAMS core package of interventions for AGYW.
• Ensure timely implementation of all project activities, including planning and implementing assessments, site-level strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across project DREAMS sites, consistent with Regional and Council HMIS team and in close coordination and collaboration with USAID, DREAMS partners and the Ministry of Health.
• Oversee annual work planning and support annual budgeting for DREAMS programming and manage the DREAMS activity budget and ensure staff adhere to budget lines. Coordinate with the project manager to ensure prompt reporting on expenditure and resource gaps.
• Ensure that project implementation activities are in line with the work plan and timeframe and activities achieve quarterly and annual project targets.

Representation

• Serve as the Save the Children senior project representative within USAID Kizazi Hodari – Southern Region, nurture appropriate Save the Children public relationships, and liaise with local government authorities and members of the USAID Kizazi Hodari consortium/team.
• Responsible for representing the USAID Kizazi hodari DREAMS project interventions to the donor, partner and district level meetings, for ensuring collaboration with other partners/stakeholders, and working closely with Council Management Team (CHMT), to ensure alignment with their priorities and guidance.
• Provide regular updates on the project as per requirements which might include case studies, photographic documentation, and other reports outside the donor’s reporting requirements.
• Accompany and facilitate donor, Save the Children senior staff and other external visits and provide relevant background materials.
• Maintain excellent relationships with the donor, MOH, partners and stakeholders.

People Management, Mentoring and Development

• Manage and define expectations in the team; provide leadership and evaluate direct reports regularly.
• Provide technical leadership and mentorship to AGYW project officer and LGAs
• Manage the performance of all direct reports through: effective use of performance management system including establishing of clear, measurable objectives, ongoing feedback, periodic reviews such as quarterly and annual Develop to Perform (D2P); coaching, mentoring and other development opportunities; recognition and rewarding for outstanding performance; documentation of performance that is less than satisfactory, with appropriate performance improvement plans.

Qualifications and Experience 

• MPH/MPA/MBA or masters in relevant field and a minimum of 5 years of professional experience or a BA/BS with 8 years of professional experience.
• Demonstrated successful experience as a senior manager of USAID-funded programs including those involving OVC and/or DREAMS activities
• Eight years prior experience in managing OVC, HIV/AIDS and/or DREAMS programs funded by PEPFAR
• Demonstrated ability to establish and sustain interpersonal and professional relationships with USAID Mission, Government of Tanzania, implementing partners, and local NGOs
• Proven skills in building organizational capacity in OVC, DREAMS, and/or HIV/AIDS.
• Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.
• Strong writing and oral presentation skills, including fluency in English and Swahili
• Strong report writing skills.
• Experience and understanding of advocacy work
