Tanzania's Coastal Regions and the Blue Economy

Tanzania’s coastal regions, stretching 1,424 kilometres along the Indian Ocean, are a vital part of the country's development prospects. These regions boast rich biodiversity and ecosystem services, supporting vibrant communities that significantly contribute to the national economy, primarily through tourism and maritime trade. Millions depend on these regions for income and food, mainly from fishing and agriculture/aquaculture at both subsistence and commercial levels. The Blue Economy (BE) is recognized by many stakeholders, particularly the government, as a promising sector for unlocking untapped potential, protecting natural resources, and enhancing the resilience of vulnerable coastal and marine ecosystems. This sector holds high hopes for promoting socially just, environmentally friendly, or even nature-positive economic growth in blue economy value chains. Achieving economic growth while ensuring the protection and conservation of biodiversity requires collaborative leadership and action from governments, the private sector, civil society, and international actors at all levels. Ocean and coastal management must become more holistic, inclusive, and effective, with Tanzania focusing on developing an inclusive and sustainable blue economy (ISBE).

Project: Stawi Bluu – Sustainable Blue Businesses in Tanzania

The project “Stawi Bluu – sustainable blue businesses in Tanzania” is jointly co-financed by the European Union (EU) and the Federal Ministry of Economic Co-operation and Development (BMZ). It is part of and contributes to the Team Europe Initiative “Blue economy for job creation and climate change adaptation” in Tanzania, and is also an integral part of the BMZ-funded regional programme ProsperBlue.

The project's outcome is to promote sustainable and job-intensive businesses in the blue economy, including productive uses of marine and coastal ecosystems. This will be achieved by establishing business incubators, promoting investment in blue economy enterprises, and facilitating access to financial products to drive sustainable economic development and growth in this sector.

Key Intervention Areas:

The project builds on the experiences and approaches of the regional project ProsperBlue and can scale up the integrated approaches of the earlier EU-funded Blue Economy program “Go Blue” from Kenya.

Job Role: Technical Advisor

The job holder will contribute to strengthening Tanzania’s Inclusive and Sustainable Blue Economy (ISBE) by improving MSMEs’ access to finance and enhancing the quality of business incubation and acceleration services. The role involves supporting the development of a robust pipeline of bankable enterprises, delivering targeted investment-readiness support, strengthening financial literacy and business development services, and facilitating linkages between enterprises, financial institutions, and investors.

The role will support delivery across two major intervention areas under the Action:

  1. Pipeline Development & Enterprise Investment Readiness
  2. Strengthening Business Incubation, Acceleration and MSME Support Structures

The Technical Advisor works closely with financial institutions, incubators, accelerators, and private sector partners. The role requires experience in MSME finance, enterprise advisory, investor linkages, and ecosystem strengthening, as well as the ability to coach enterprises and coordinate diverse partners, including ESOs, financial institutions, and local stakeholders.
