The Technical Director, Strategic Information (SI) works closely with the Project Director of the Technical Support Services Project (TSSP) to achieve the project’s objectives and deliverables, while ensuring MSH compliance with the donor, the Centers for Disease Control and Prevention (CDC)’s requirements and Management Sciences for Health (MSH) policies and standards. S/he oversees the development, update and implementation of the project’s technical strategies, identifies technical assistance needs, mobilizes required technical resources, and develops and maintains excellent working relationships with the client, government staff and partners.

 

With guidance and support of the Project Director, the Technical Director, SI will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration of the project’s work streams (Monitoring and Evaluation; Client-Level Data Systems; Human Resources for Health; and Quality Assurance/Quality Improvement). S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients the project serves, including but not limited to timely production of high quality documentation of the project’s successes and lessons learned for local and international audiences, as well as quarterly reports.

 

The Technical Director, SI provides the program with technical expertise in monitoring and evaluation (M&E), Health Management Information System (HMIS), and institutional strengthening and capacity development, and coordinates the program with partners and clients. S/he maintains technical standards of excellence and ensures the achievement of program results as established in the approved Evaluation and Performance Monitoring Plan (EPMP). S/he will also lead the project SI activities including systems development and implementation, strategy and guidance document development, capacity building, quantitative and qualitative data analyses, program evaluation, routine program monitoring activities, provide the needed advisory and capacity building support to the Tanzanian Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) and public health institutions (PHIs) and to meet the CDC development assistance goals in Tanzania.

Project Technical Leadership and Oversight (40%)

• Provide technical leadership and oversight for the project, ensure the efficient implementation of project activities, and ensure the timely and high quality reporting of those activities to country specific donors, and MSH headquarters.
• Coordinate project liaison and collaboration with partners, CDC, clients and stakeholders, including MSH headquarters. Maintain a CDC/TSSP partnership that engenders trust and respect and build CDC’s confidence in MSH’s ability to achieve the expected results. 
• Promote a team approach that emphasizes high-level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff in Tanzania.
• Provide technical mentorship and facilitative supervision to the project technical advisors to enhance their capacity and effectiveness, ensure that relevant state of the art best practices are integrated into the programs, and ensure implementation and technical performance are in alignment with the project overall technical strategies and direction.
• Working closely with the Project Director and the home office Technical Strategy Lead and project support team, oversee and monitor implementation of project’s technical interventions and standards of technical excellence.
• Serves as a member of the project leadership team. Assumes overall coordination of the project in the absence of the Project Director.
• Set direction and coordinate annual work plan development, implementation, and review. S/he will ensure alignment with regional frameworks and strategies, national and donor strategies in Tanzania – including PEPFAR and CDC strategies. S/he will identify opportunities for integrated planning and implementation creating synergies between various program areas. 
• Advise the Project Director in alignment of human resources with project work plans and emerging needs from the donor, MSH and partners, including on need for short-term technical assistance.

Strategic Information: HMIS and M&E Technical Advisory Services (40%)

• Lead the design and oversee the implementation of internal TSSP M&E frameworks, plan and assess project performance and impact, and report progress towards the project’s objectives.
• Collaborate with CDC, the MOHCDGEC, and other stakeholders via M&E technical working groups and other relevant bodies to ensure that the TSSP project M&E plans align with national systems and priorities.
• Collaborate with the MSH home office and lead the development and oversee implementation of project evaluations, including process and outcome evaluations.
• Lead the development and targeted monitoring and evaluation of specific TSSP interventions related to the quality and use of PEPFAR and other health program data, HIV service quality improvement, and human resources. 
• Support the MOHCDGEC and PHIs in carrying out quantitative and qualitative analyses of HIV and other priority data, and develop presentations to guide national and regional level operational and policy decisions. 
• Provide assistance to the MOHCDGEC in enhancing strategic information, especially in the strengthening its national HMIS, including information systems related to the HIV control Program.
• Support the MOHCDGEC and PHIs in the development, revision and operationalization of the National Data Demand and Use (DDU) strategy and the National M&E Strengthening Initiative (MESI). 
• Conduct capacity strengthening workshops in the areas of data analysis and use and program monitoring and evaluation. 
• Mentor PHI staff on monitoring and evaluation methodologies and practices.

Strategic, Corporate Significance (10%)

• Effectively summarize and communicate the objectives, strategies, innovations, key messages, results and impact in the technical areas of M&E and other project work streams to key global health community audiences and internal organizational audiences via fact sheets, highlights, technical briefs, peer-reviewed papers, conference presentations and other communication channels to create project identity and visibility, and to promote the donor investment in the country.
• Develop synergies with other MSH projects and facilitate the development of new MSH programs in the area of HIV/AIDS and data use for decision-making. 
• Facilitate the development of strategic partnerships with for-profit businesses, NGOs, donor and government partners in the technical areas of the project that can enhance MSH’s effectiveness, innovation, and results to achieve MSH’s mission. 

Staff Supervision (10%)

The Technical Director, SI is responsible for supervising one Senior M&E Advisor and one Senior Human Resources for Health (HRH) Advisor. S/he will satisfactorily fulfill MSH expectations of all supervisors by:

• Setting clear expectations and performance goals with direct reports and holding regular check-ins to provide feedback and mentoring that supports their success.
• Addressing poor performance or under-performance of direct reports in a timely manner, and appropriately recognizing and rewarding good performance.
• Ensuring direct reports have a professional development plans and support in providing information to direct reports.

Education

Required: 

• Advanced degree in epidemiology, public health, or related health, medical, or social science discipline

Preferred: 

• Doctoral level degree

Experience

Required:

• Minimum of 15 years of progressively responsible experience including provision of technical assistance to government agencies in developing and strengthening health systems, senior-level strategic information (including monitoring and evaluation and HMIS) expertise, and senior-level responsibilities on international HIV or other health projects.

Knowledge and Skills

• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, CDC and other donor organizations.
• Demonstrated effective personnel management, coordination, and decision-making skills, with an ability to be accountable for all aspects of the project. In the absence of the Project Director, s/he is expected to represent the project with CDC and the MOHCDGEC. 
• Proven track record of fostering team collaboration in order to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. 
• Proven capacity in designing and establishing M&E and data quality improvement systems, developing and implementing Performance Monitoring Plans, development of quantitative and qualitative research instruments, designing and conducting program evaluations, conducting data analysis and use, and M&E capacity strengthening workshops.
• Advanced statistical analysis and data management skills using Excel and presentation skills. 
• Deep understanding of the Tanzania Health System, the National Health Management Information system and the HIV CTC information systems.
• Sound knowledge of DHIS 2, with capacity to assist the MOHCDGEC to strengthen its DHIS2 national instance and HIV specific strategic information.
• Familiar with PEPFAR program requirements and PEPFAR’s Data for Accountability Transparency and Impact (DATIM) online platform.
• Experience designing or working with dashboards, maps and other web based health program data management and presentation tools.
• Experience working with the MOHCDGEC and the Tanzania government.
• Sound experience in working in the fight against HIV/AIDS, especially working with the National Aids Control Program (NACP)
• Experience working with CDC, PEPFAR, U.S. Government or other bi-lateral donors preferred.
• Familiarity with US Government regulations and administrative procedures in the implementation of donor assisted projects.
• Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
• Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
• Fluency in English and excellent verbal and written. communication skills is a must.
