The Technical Director, Strategic Information (SI) works closely with the Project Director of the Technical Support Services Project (TSSP) to achieve the project’s objectives and deliverables, while ensuring MSH compliance with the donor, the Centers for Disease Control and Prevention (CDC)’s requirements and Management Sciences for Health (MSH) policies and standards. S/he oversees the development, update and implementation of the project’s technical strategies, identifies technical assistance needs, mobilizes required technical resources, and develops and maintains excellent working relationships with the client, government staff and partners.
With guidance and support of the Project Director, the Technical Director, SI will coordinate the provision of technical services, harmonize efforts, and maximize synergy and integration of the project’s work streams (Monitoring and Evaluation; Client-Level Data Systems; Human Resources for Health; and Quality Assurance/Quality Improvement). S/he will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients the project serves, including but not limited to timely production of high quality documentation of the project’s successes and lessons learned for local and international audiences, as well as quarterly reports.
The Technical Director, SI provides the program with technical expertise in monitoring and evaluation (M&E), Health Management Information System (HMIS), and institutional strengthening and capacity development, and coordinates the program with partners and clients. S/he maintains technical standards of excellence and ensures the achievement of program results as established in the approved Evaluation and Performance Monitoring Plan (EPMP). S/he will also lead the project SI activities including systems development and implementation, strategy and guidance document development, capacity building, quantitative and qualitative data analyses, program evaluation, routine program monitoring activities, provide the needed advisory and capacity building support to the Tanzanian Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) and public health institutions (PHIs) and to meet the CDC development assistance goals in Tanzania.
