PATH’s Digital Health team works directly with national governments in low and middle-income countries to select, adapt and scale appropriate Information and Communication Technology (ICT) for long term use in their country to address health challenges. Our services span the entire software development lifecycle from supporting analysis of digital health needs to the deployment and long-term use of those technologies. The Digital Health team coordinates closely with government ministries of health, the information and communication technology sector, other global health NGOs and donors to improve the governance, design, development, acquisition, implementation, and sustainability of digital health technologies and approaches.

The Tanzanian Government has formulated an “Investment roadmap in data systems and data use in the health sector”, building on the national eHealth Strategy. The Bill & Melinda Gates Foundation is supporting the Government by contributing funding towards a portion of this Roadmap through a five-year project coordinated by PATH. PATH in Tanzania seeks a Technical Project Manager to ensure appropriate management of workplans and donor deliverables, oversee activity and knowledge management processes, and translate complex technical material into digestible project documents for specific audiences.

The project consists of three workstreams:

• Working with the Government to put in place and support effective governance and coordination processes for the Investment Roadmap as a whole
• Demonstrating instituted data use practices, including the use of digital tools by primary care workers, facility supervisors and health managers
• Supporting data consistency and exchange through enterprise architecture, including a health worker registry and an administrative area registry

Key Responsibilities:

The position will work closely with the project leadership based in Tanzania and America to carry out the following:

• Ensure the appropriate management of work plans and donor deliverables by working with the Project Director to assign or oversee appropriate staff to finalize these deliverables in line with deadlines and appropriate approvals.
• Ensure defined standards, tools, and norms for activity management, knowledge management, and standard operating procedures are reinforced and adhered to by project staff.
• Define meeting agendas, strategic direction/questions, and provide insights into key risks, challenges, and opportunities that should be presented to project team and/or donor.
• Effectively manage and mitigate risk related to the project activities by monitoring dependencies across the workplan and paying particular attention to: non-compliance, regulatory standards, and work with the project administrators to ensure financial management practices are being adhered to.
• Address challenges related to project execution when there are budgetary implications, concerns or successes, or when processes are not being followed.
• Work with the technical team to lead the technical writing of materials for the weekly DUP Implementation team meetings, quarterly meetings with the Governance Unit, and other workshops/meetings with government officials.
• Partner closely with the U.S. based project manager to in the monitoring of the workplan, progress against timelines and deliverables.
• Assist technical team members with writing project documents and editing drafts in an effort ensure the highest level possible activity outputs and deliverables.

Required Experience

Requirements

• Minimum bachelor’s degree in a related field, preferably masters level.
• At least 5 years demonstrated experience as a project manager with a track record of architecting and managing milestone-based projects within budget and time constraints. 
• Experience translating complex technical material related to digital health, health systems, health data, and health policies, into digestible communications for lay audiences. Significant analytical writing experience a plus.
• Excellent interpersonal skills, and the ability to develop and maintain effective working relationships with colleagues and relevant project stakeholders.
• Demonstrated and proactive organizational, prioritization, and workload management skills in a high-pressure environment.
• Excellent IT skills, including a good understanding and experience of Microsoft Office Products (Word, PowerPoint, Excel, Outlook, SharePoint). Knowledge of SharePoint and Smartsheet is a plus.
• Excellent oral and written communication skills in English and Kiswahili.
• Must have legal authorization to work in Tanzania.
