1.0 Introduction

Rural and Urban Agricultural Technology Initiatives (RUATI) invites qualified individual consultants to submit proposals for the following assignment:

• Provision of Car hire services for various activities of YEFFA project implemented by RUATI.

2.0 Background

RUATI is a Tanzanian local NGO registered under the Non-Governmental Organisations Act No. 24 of 2002, with Registration No. 00NGO/0009585. Established on 16 March 2018, RUATI works to improve household incomes and livelihoods through initiatives in agriculture, business development, and cross-cutting issues including gender, youth, HIV/AIDS, nutrition, and environmental sustainability.

Under the Youth Entrepreneurship for the Future of Food and Agriculture (YEFFA) Programme, funded by the MasterCard Foundation and supervised by AGRA, RUATI in collaboration with VETA, is implementing the project:

"Enhancing Access to Agro-Mechanisation Services for Young Farmers in Southern and Eastern Tanzania: Empowering Youth with Agro-Mechanisation Skills and Linking Them to Equipment Owners and Service Markets."

The Car Hire Service will support RUATI in reaching youth, strategic partners, government staff, VETA staff and benefiting farmers during Monitoring and Evaluation and other project administrative activities.

3.0 Scope of Work

The service provision consists of only one component:

• Provision of Car hire services for various activities of YEFFA project implemented by RUATI.

The service will be used any time when demand arises:

The service will take RUATI staff to destined areas under a specified rate including:

• District trips within Ruvuma region
• Trips within Ruvuma region
• Other regional trips

Key outputs include evidence on:

• Facilitate RUATI staff to conduct ME&L smoothly
• Facilitate RUATI staff meet strategic partners and beneficiaries

4.0 Deliverables

Car hire service when required.

5.0 Bidding Instructions

• Bidders may submit proposals manually or electronically.
• The bidding document is available via AJIRAYAKO.CO.TZ, RUATI social media platforms, and RUATI’s website (www.ruati.or.tz) from 24th July 2026 at 16:00 Hours to 03rd July 2026 at 15:00 Hours.
• All bids must be submitted no later than 03rd July 2025 at 16:00 Hours EAT.

6.0 Qualifications and Experience

Reliable Vehicles:

• The service provider must have reliable vehicle(s).
• The service must be available whenever applied for.

Experience:

• Minimum 2 years in car hiring
• Experience working with organizations/companies/Institutions

Competencies:

• Competent and skilled driver(s)

7.0 Evaluation Criteria

A. Mandatory Requirements

• Cover letter
• CV of a driver/drivers
• Registration Number(s) of own vehicle(s)

B. Technical Evaluation (100%)

1. General Qualifications – 20%
2. Experience in Similar Assignments – 40%
3. Drivers’ skills – 30%
4. Owning Car(s) – 10%

Only candidates scoring 75% or above will proceed to financial negotiation.
