WASH Construction Engineer - Lifewater

Job Summary

The Construction Engineer plays a crucial role in supporting the Project WASH Engineer with infrastructure planning, implementation, and monitoring in villages, health facilities, and schools. This includes overseeing water and sanitation infrastructure, ensuring water quality, and documenting all processes via Lifewater’s mWater system and Community Based Water Supply Organizations (CBWSO) and schools. The role involves supervising rehabilitation and new constructions, community mobilization, and assisting the Project WASH Engineer in daily tasks. All monitoring will utilize mWater forms.

Primary Responsibilities

• Collaborate with the Project WASH Engineer to ensure all Water and Sanitation Infrastructures are constructed according to plan and design.
• Work with the Project WASH Engineer and Area Program Manager to create a detailed quarterly monitoring schedule for CBWSOs to ensure water sources and school WASH Infrastructures are efficient and effective.
• Provide direct oversight of construction to ensure the highest quality of work.
• Conduct rapid and detailed need assessments for water needs in the community as part of a multinational team.
• Assist the Project WASH Engineer with:
• Developing Bill of Quantities (BOQ) and designs for upcoming Water and Sanitation Infrastructures construction.
• Water and Sanitation Infrastructure assessments and development of plans.
• Recording contributions of CBWSOs or School Committees for infrastructure contributions, with guidance from RUWASA District.
• Adhering to procurement processes and logistics, ensuring Lifewater’s procurement manual is followed for all construction bids.
• Supervising daily workers (Technicians) during construction of Water and Sanitation Infrastructures.
• Fixing signposts and plaques (Infrastructure IDs).
• Ensure proper handover of all constructed water systems to concerned government bodies with complete data recording (GPS location, beneficiary, yields, history) in a well-documented manner and at the right time.
• Support colleagues in training Community Based Water Supply Organizations (CBWSO).
• Monitor assigned program WASH infrastructures and CBWSOs using appropriate mWater forms.
• Perform quarterly monitoring of assigned community water supply systems and CBWSOs (both in-project and sustainability monitoring).
• Perform quarterly monitoring of assigned school Water and Sanitation infrastructure (latrines, handwashing stations, and water points).
• Perform water quality testing at water points according to Lifewater’s standards.
• Accurately capture monitoring data digitally using mWater.
• Ensure efficient use of all procured construction materials for water supply.
• In collaboration with colleagues, ensure a high level of community participation in the project, tracking unskilled labor and local construction materials contributions and converting them into monetary terms based on the local labor market.
• Document and share any lessons learned with the Project WASH Engineer and Area Program Manager.
• Collaborate to support the development of creative and holistic approaches to WASH programming.
• Ensure gender, participation, and protection issues are reflected in all water and sanitation activities.
• Submit weekly, monthly, and quarterly status reports and timesheets through Asana.
• Participate in weekly one-on-one supervision meetings with supervisors.
• Perform other duties as assigned by the supervisor.

Maintenance Phase

• Perform monthly monitoring phone calls to CBWSOs to encourage and measure sustainability.
• Perform quarterly monitoring visits to water sources, following up with the Project WASH Engineer to address any identified problems.

Key Indicators of Success

• BOQ prepared and completed on schedule for all Water and Sanitation Infrastructure.
• 100% monitoring of CBWSOs in the maintenance phase via monthly phone calls with all data entered into mWater.
• 100% monitoring of water points in person on a quarterly basis with all data entered into mWater.
• 90% of CBWSOs are functional.
• 90% of water points are functional.

Work Experience and Qualifications

• Passion for Lifewater’s mission of serving vulnerable communities and children.
• University Degree in Water Engineering; Civil Engineering, Hydrogeology, Environmental Engineering, Sanitation Engineering, Construction Management, or a related field. Additional training in water quality testing, gravity and pumping scheme designs, drilling, and supervision of contractors is an added advantage.
• Desired: 3 years of experience in delivering rural safe water solutions.
• Basic experience with smartphones and strong ICT skills, especially Microsoft Office applications and engineering design software such as AutoCAD, EPANET.
• Drawing, design, computation, and estimation skills will be an added advantage.
• Ability to work independently and with teams to produce high-quality results in a multicultural setting.
• Flexibility to reallocate to rural areas when needed.
• Well-organized and efficient in time management under task pressure.
• Strong ethics with the ability to manage confidential data.
