The WHO Health Emergencies Programme (WHE) has proposed a Country Business Model (CBM), which is intended to build country office capacity to prevent and respond to emergencies.Tanzania is classified under Priority Category 3, based on its context and the probability of occurrence of an emergency, and its CBM lists a number of proposed core functions, including Country Readiness, which is part of the mission of the WHE Programme to build the capacity of Member States to prevent and manage health emergency risks, and where country capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and provide effective relief and recovery to affected populations.
Under the direct supervision of the Head of the WHE Team, the incumbent shall be responsible for the management of infectious risks within emergency preparedness.More specifically, the incumbent shall be assigned the following duties:Manage technical projects aimed at strengthening the country's level of preparedness. For that purpose, the incumbent shall map organizational needs in terms of preparedness, available tools, equipment and activities in collaboration with the relevant departments of WHO/HQ, the Regional Office and the Country Office, within the context of the WHE Programme; prioritize activities, develop a workplan and a financing plan in order to attain preparedness milestones; contact various partners to find out whether they can fill preparedness gaps in support of the national plan; support country vulnerability assessments. Develop/adapt preparedness guidelines and tools as needed, notably the Country Office Business Continuity Plan, in collaboration with units of the WHE Programme; advise on the consolidation of needs within a single national plan and estimate the budget thereof; foster coordination with technical teams and financial partners for the implementation of preparedness activities Provide guidance and technical support to the Ministry of Health Community Development Gender, Elderly and Children for the development of operational preparedness strategies and activities in the context of acute and prolonged humanitarian emergencies; faciliate simulation exercises to test the emergency intervention framework. Promote multidisciplinary and cross-cutting approaches to facilitate full participation within and outside WHO and with key partners Support national authorities in relevant training activities to strengthen emergency preparedness. Perform any other duties as may be assigned by the Head of WHO Country Office and Head of WHE Team.
Essential: First Degree in medicine, in a health-related area or a discipline related to public health.
Desirable: Masters or postgraduate training in public health or in any other relevant area. Specialized training in emergency or disaster preparedness and response.
Essential: Minimum ttwo years of professional experience at national level in planning, developing and implementing programmes/projects in the area of health security, including emergency preparedness.
Desirable: Relevant professional experience within WHO, other nongovernmental institutions or appropriate United Nations humanitarian agencies; proven experience in the implementation of the International Health Regulations (2005). Sound knowledge of the Incident Management System.
Knowledge of the International Health Regulations (2005), the epidemiology of infectious diseases and other threats to global health security, as well as issues and practices relating to disease prevention and control.--> Organizational skills, with the ability to multitask and produce results under pressure. --> Knowledge of the United Nations system and the humanitarian system for emergency response and preparednessAbility to communicate and write in a clear and concise manner, and to develop effective guidelines.

Remuneration comprises an annual base salary starting at TZS 100,312,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
