Advisor – Blue Economy Fisheries & Mariculture

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. Tanzania's coastal regions, stretching 1,424 kilometres along the Indian Ocean, are an important part of Tanzania's development prospects. These regions are characterized by rich biodiversity and ecosystem services, as well as vibrant communities that contribute significantly to the country's economy, mainly through tourism and maritime trade. The coastal regions provide millions of people with sources of income and food, mainly from fishing and agriculture/aquaculture, both at the subsistence and commercial levels. The Blue Economy (BE) is seen by many stakeholders, particularly the government, as a promising sector for unlocking untapped potential, protecting natural resources, and improving the resilience of these vulnerable coastal and marine ecosystems. This raises high hopes and promises to promote socially just, environmentally friendly or even nature-positive economic growth in blue economy value chains. Ensuring the protection and conservation of biodiversity while achieving economic growth requires joint leadership and action by governments, the private sector, civil society, and international actors at all levels. Ocean and coastal management must become more holistic, inclusive, and effective, and Tanzania must focus on developing an inclusive and sustainable blue economy (ISBE).

The project “Stawi Bluu – sustainable blue businesses in Tanzania” is jointly co-financed by the European Union (EU) and the Federal Ministry of Economic Co-operation and Development (BMZ). The project is part of and contributes to the Team Europe Initiative “Blue economy for job creation and climate change adaptation” in Tanzania. On the other hand, the project is an integrated part of the BMZ funded regional programme ProsperBlue. The outcome of the project is to promote sustainable and job-intensive businesses in blue economy, including productive uses of the marine and coastal ecosystems. This will be achieved by establishing business incubators, promoting investment in blue economy enterprises, and facilitate access to financial products to drive sustainable economic development and growth in this sector. To support blue economy enterprises and promote private sector investment, the project aims to maintain an enabling environment and support mechanisms for business development and entrepreneurship (Output 2). By promoting sustainable fishing and aquaculture practices, value addition, innovation, and technology application, inclusion and sustainability are promoted by creating income opportunities and improving value chains, while ensuring sustainable growth through efficient and sustainable, i.e., environmentally friendly, practices (Output 1). Finally, the project supports the transition of the coastal tourism sector to a greener, more resilient model by supporting community-led management of coastal and marine ecosystems, promoting the introduction of innovative products, destinations, and attractions along the coast, and highlighting natural and cultural heritage sites (Output 3). The project builds on the experiences and approaches of the regional project ProsperBlue and can build on and scale up the integrated approaches of the earlier EU-funded Blue Economy program “Go Blue” from Kenya.

The job holder will contribute to strengthening Tanzania’s Inclusive and Sustainable Blue Economy (ISBE) by improving value addition and sustainable/innovative practices in fisheries/mariculture, marine and coastal value chains, including a contribution to food security and improved nutrition. She/he will support improving production quality, enhancing supply chain coordination, adopting sustainable practices, supporting business development activities and promoting the sustainable use of ocean and coastal resources.

The role will support delivery across three major intervention areas under the Action:

  1. Policy, sector coordination and value chain needs
  2. Curriculum Development and Vocational Training
  3. Upgrading aquaculture production and aquatic post-production, capacity building and innovation

The Technical Advisor works closely with the Fisheries Education and Training Authority (FETA), Tanzania Fisheries Research Institute (TAFIRI), and local vocational training centers, local and international NGOs, community-based organizations and cooperatives, public institutions, and the private sector. The role requires experience in in the field of Blue Economy, particularly in-depth knowledge of applying integrated approaches for the engagement of private sector in employment promotion and the GIZ integrated approach for value chain development, and enterprise development, preferably in the fields of aquaculture and/or fisheries.

Responsibilities and Tasks

  • Applying diversified advisory services on marine and coastal sustainable/innovative practices in fisheries/mariculture related scientific principles and practices to a broad variety of assignments; from high level multistakeholder collaboration, consortium dynamic management, capacity building, strategy development, project coordination and management support, and engagement with public and private sector
  • Supporting the implementation of the value chain development in fisheries/mariculture, ensuring high-quality delivery of training, coaching, advisory services and follow-up
  • Supporting the strategic and operational planning of all interventions related Outputs 2.
  • Supporting the establishment and coordination of multi-actor processes at both national and regional levels
  • Coordination of implementation partners of the project and developing synergies and cooperation arrangements with other relevant partners
  • Providing technical assistance to government and non-government agencies and institutions (e.g. FETA, School of Aquatic Science and Technology, blue incubators, or other public authorities) on the further development of an ISBE enabling environment
  • Development of training and information modules and support in anchoring these in national structures
  • Close coordination with political partners (VPO, MLF and MBEF)
  • Participating in, and providing technical support towards strengthening or building successful community-led governance models for sustainable coastal and marine sustainable/innovative practices
  • Participating in, raising awareness among key stakeholders and the population; capacity development of different actors; data resources establishment and research capacity development and knowledge management
  • Prepare the technical inputs, TORs and oversight required for consultancies, training providers and implementation partners engaged in sustainable practices in fisheries/mariculture
  • Ensure compliance with GIZ rules and procedures in procurement, financial planning and management of budgets
  • Contribute to the monitoring of indicators and document results and lessons learned
  • Contribute to reporting to GIZ, the EU and other stakeholders and ensure timely provision of high-quality technical and financial inputs
  • Coordinate the creation of multi-stakeholder platforms for the validation of studies, identification of sustainable/innovative practices in fisheries/mariculture.
  • Coordinate and supervise interventions of project activities through implementation partners and identify synergies with existing actors
  • Provide team support, technical information, and assisting in coordination of key conservation actors in Tanzania
  • Build partnerships and working with local communities, fishermen, internal and external experts, consortium members, and NGO partners to enhance collaboration and synergy
  • Foster cross project learning and strengthen a Community of Practice for the sharing of best practices and lessons learned for adaptive management
  • Quality assurance/proof reading of reports prepared by program

Qualifications and Professional Experience

Education & Professional Experience

  • A degree in marine biology, marine or coastal sciences, aquaculture or equivalent in a related field
  • 7 years’ experience in fisheries and aquaculture and marine or coastal science
  • 5 years’ experience in working in project management in the development cooperation context focused on the field of blue economy

Professional experience

  • Proven experience in working with international organisations, education, vocational training and research institutions; strengthening an integrated approach for value chain development, and enterprise development, preferably in the fields of aquaculture and/or fisheries
  • Experience in conducting or working on fisheries-related scientific research, ecosystem interactions and coastal zone management
  • Strong experience with coordination and creation of multi-stakeholder platforms
  • Experience in developing supportive and collaborative partnerships with other non-profits, community groups and/or government agencies and in the coordination of those
  • Experience with monitoring, evaluation, and learning systems
  • Strong technical writing and data analytical skills, interpretation, and presentation of information to a broad range of audiences and stakeholders
  • Familiarity with issues related to nature-based solutions to climate change
  • Good project management skills to support the development and implementation of workplans, grants, contracts, and project budgets

Other knowledge, additional competences

  • Excellent communication skills in English and Kiswahili
  • Intimate knowledge of and sensitivity with local and in-country social, economic, and political conditions and issues
  • Experience in working with local communities, partners, government agencies, and the private sector
  • Independent worker with willingness of taking initiative with limited daily oversight but strong commitment to achieve targets and meet deadlines
