Field Officer
Mahinya College of Sustainable Agricolture is recruiting a Field Officer to join its operations within the framework of the JUA – Jenga Uwezo na Ajira project, led by the Italian NGO COPE and financed by AICS (Italian Agency for Development Cooperation).
Context Description
Mahinya College of Sustainable Agriculture was established in 2007 with the support of the Italian NGO COPE. Since its inception, the college has offered three-year vocational training programs, to youth from across Tanzania, in agricultural and livestock techniques, accredited by NACTE (National Council for Technical Education).Mahinya College works in close partnership with the Archdiocese of Songea and, over the years, has been actively involved in several development initiatives — among them, the “JUA” Project.
“JUA” – Jenga Uwezo na Ajira (Building Skills and Employment) is a 36-month project aimed at enhancing employment opportunities for youth, women, and persons with disabilities in the districts of Songea and Namtumbo.

Operational and Personnel Management
The Field Officer ensures the smooth and organized execution of all activities.
This includes:
- Coordination of Local Personnel: Overseeing and directing the activities of all field resources, including local operators, specialized consultants, and the team of approximately 30 tutors dedicated to the training and enterprise phases.
- Logistics and Resources: Organizing the procurement of all necessary means, such as transportation, materials, and other resources, to support activity implementation.

Technical Supervision and Quality Assurance
This role ensures the project is implemented to high standards and in compliance with internal procedures, with particular focus on the program's key components:
- Compliance and Procedures: Guaranteeing adherence to technical guidelines, internal protocols, and the project's humanitarian approach, including observance of the P.S.E.A. Policy.
- Oversight of Key Programs: Supervising the implementation of the project's pillars, such as the management of vocational training courses (in collaboration with partner entities) and the supervision of internship organization and tutoring to ensure a correct and fair intern/company relationship.
- Support for Enterprise: Coordinating the essential phases related to employment and economic development, such as supervising the "Help Desk" for labor matching and the direct organization of the launch and equipping of micro-enterprise initiatives within the targeted sector (e.g., dairy).

Monitoring, Reporting, and Risk Management
The Field Officer is responsible for continuous progress monitoring and field-level financial management.
- Monitoring and Reporting: Tracking project progress and contributing to the drafting of regular reports (e.g., monthly progress reports) for the central office or donors.
- Financial and Risk Management: Supporting the management of the local budget in the field and promptly identifying any operational risks or challenges, proposing concrete and appropriate solutions.
- Data Collection and Feedback: Collecting and systematizing the data and feedback from all operational field staff (tutors and consultants) to inform and continuously improve the intervention tools used by the Technical Committee
Specific Requirements:
- A degree in a relevant field such as Project Management, Development Studies, Social Sciences, Agriculture/Zootechnics, or a related technical field.
- Essential computer literacy (Word, Excel, Power Point).
- Fluency in written and spoken English.
- Experience or willingness to travel and work in remote, rural locations.
- Strong interpersonal skills and ability to collaborate with others.
- Self-driven and able to work in new, unstructured environments.
- Problem-solving abilities.
- Ability to work under pressure and as part of a team.
- Leadership, planning and organizational skills.
- Respect and non-discriminatory attitude.
Preferred:
- Previous experience in NGO/International Cooperation sector.
- Familiarity with project management.
