CARE is a leading humanitarian organization dedicated to fighting poverty and social injustice, with a particular emphasis on women and girls, their dignity, and empowerment to lead their communities out of poverty. CARE began working in Tanzania in April 1994, responding to the crisis in Rwanda and the subsequent influx of refugees into the Kagera Region of North-western Tanzania. Over the years, CARE Tanzania developed innovative education, health, microfinance, and environmental programs across most regions of the country. In Tanzania, CARE collaborates with the Government in both mainland and Zanzibar, as well as other stakeholders to transform communities, ensuring financial inclusion and independence, health and nutrition, and climate-smart development resilience, particularly for women and girls.

CARE Tanzania seeks to recruit dynamic qualified Tanzanians to fill four (4) positions to support the Country Office.

POSITION TITLE: Human Resources Manager

REPORTS TO: Country Director
LOCATION: Dar es salaam

JOB SUMMARY

The Human Resources Manager will work closely with the Country Director to ensure a positive organizational culture where staff feel valued, engaged, and proud to be part of CARE Tanzania. The HR Manager is responsible for leading HR operations, including recruitment, onboarding, performance management, staff development, and employee relations.

RESPONSIBILITIES AND TASKS

  • Develop people resourcing plans in collaboration with project and program support teams.
  • Manage recruitment processes to attract and recruit high-performance candidates.
  • Implement succession planning for key positions.
  • Lead the performance management process, providing training and support for proper implementation.
  • Support staff in career development and ensure personal development plans are in place.
  • Manage onboarding and probation period of new staff.
  • Ensure staff receive the necessary skills and knowledge for their roles.
  • Coordinate a regular program of staff training.
  • Enhance customer service provided to program teams and implementing partners.
  • Ensure staff receive appropriate remuneration and benefits.
  • Manage payroll administration and staff insurance schemes.
  • Ensure compliance with Tanzanian labor laws and CARE International policies.
  • Manage staff grievances and disciplinary issues.
  • Maintain HR records and ensure compliance with data management policies.
  • Prepare and share required reports and dashboards.
  • Lead ethical misconduct investigations and ensure fair and robust processes.
  • Promote CARE’s core values and gender equity.
  • Manage staff leaves and absence system.
  • Perform other duties as assigned by the supervisor.

EDUCATION QUALIFICATIONS

  • Degree in Human Resources Management, organizational behavior, or a related field.
  • Master’s degree in a related field is an added advantage.

EXPERIENCE AND SKILLS

  • Minimum of 5 years senior HR practitioner experience.
  • Proven leadership in HR issues and effective day-to-day HR administration services.
  • Knowledge and experience in Tanzanian labor laws.
  • Experience managing learning and development functions.
  • Proficiency in an HR Information Management System.
  • Excellent communication and interpersonal skills.
  • Strong planning and organizational skills.
