Job Description

Qualification required: Advanced Degree in Land Management, Social Sciences, Environmental Management required or other relevant discipline

Minimum experience: At least 10-15 years of professional experience that includes working with rural communities in Tanzania, preferably within the area covered by the future pipeline and terminal.
A minimum of 5 years professional experience working in land acquisition and resettlement in the extractive or a related industry.

Accountabilities: Land acquisition complaint with national regulatory requirements and international standards; Effectiveness of land and resettlement working group (LARWG); Tracking and management of compliance-related documentation to meet organization requirements.

Responsibilities:

The Land Acquisition Coordinator provides practical and hands-on support to the Land and Social Manager on Land acquisition and resettlement. The role comprises
  • Undertaking technical review of the outputs/deliverables of the Resettlement Planning Contractor/s.
  • Monitoring the field activities of the Resettlement Planning Contractor/s for land acquisition planning.
  • Coordinating the interface between resettlement planning activities and other organizational departments.
  • Supporting the creation of the land management module within the ESMS Project Management System and management of all land data generated during the Resettlement Planning phase.
  • Coordinating additional Resettlement Planning activities with relevant contractors.
    The Land Acquisition Coordinator will also conduct the following activities:
  • Undertake a detailed review/audit of descriptive information and data included in the district-level Valuation Reports prepared for the Pipeline by the Resettlement Planning Contractor.
  • Review/audit of Resettlement Planning Contractors deliverables per alignment with national standards and regulatory requirements.
  • Support engagement with key government stakeholders at regional, national, district and ward level on land acquisition and resettlement matters, as required, including through provision of secretariat support and/or active participation in Land and Resettlement Working Group meetings.
  • Monitor the Resettlement Planning Contractor’s field disclosure and validation activities, through report review and potentially also in-field monitoring.
  • Monitor the Resettlement Planning Contractor’s data management and transfer of all required documentation to organization in both soft and hard copy format.
  • Undertake office and field-based research to assess social/community constraints that may affect the planned pipeline route. This may include scouting of potential re-route options and provision of support for surveys and land acquisition related to these areas.
  • Provide oral and written reports to the Land Acquisition Coordinator (International) Tanzania on a daily and weekly basis and as otherwise requested.
  • Review/audit of Resettlement Planning Contractor deliverables per alignment with international standards such as in relation to replacement housing and land; provision of additional support for vulnerable groups; and other relevant organization Project requirements.
  • Undertake a detailed review/audit of descriptive information and data included in the regional-level Resettlement Action Plans (RAPs) prepared for the Pipeline by the Resettlement Planning Contractor.
  • Any other tasks as required by the Land and Social Manager.


Requirements:

  • Experience in valuation and surveying, documentation review, and government engagement including review/audit of valuation reports for large-scale infrastructure projects (ideally linear projects) prepared to Government of Tanzania standards preferred.
  • Experience in valuation in Tanzania to international standards (preferably International Finance Corporation standards) required.
  • Experience in Resettlement Action Plan (RAP) preparation in Tanzania to international standards (preferably International Finance Corporation standards) preferred; Experience in Tanzanian Valuation and Surveying legislation, codes and practices required.
  • Familiarity with International Valuation and Surveying requirements preferred.
  • Experience of preparation and monitoring/auditing activities relevant to the Land Acquisition and Resettlement Process required.
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities and local communities. Negotiation and conflict management skills required.
  • Proven ability to work independently and meet deadlines required.
  • Report writing and analytical skills required.
  • Proven computer skills, including MS Access, MS Excel, GIS software required.
  • Fluency in English and Kiswahili (written and spoken) essential; other relevant local languages an advantage.
