Main Purpose of the Job (Job Summary)

The Project Manager provides overall leadership, coordination, and oversight for the implementation of the Soybean Value Chain Support Project. This includes ensuring that the project’ s objectives are delivered efficiently, partners are aligned with donor and PASS Trust requirements, and implementation adheres to the approved results framework and reporting standards.

The Manager will play a key role in coordinating all implementing partners, monitoring project performance, and ensuring timely submission of financial and narrative reports to the donor after internal approvals. The position will also lead internal coordination with PASS’ s Business Development Services ( BDS) team to deliver technical support, promote access to finance, and operationalize PASS Trust’ s credit guarantee contribution to the soybean value chain.

Main Responsibilities

  1. Project Coordination and Oversight
    • Provide strategic and operational leadership to ensure effective implementation of the project in line with the approved workplan, results framework, and budget.
    • Coordinate and oversee the performance of all implementing partners to ensure timely and compliant delivery of activities.
    • Monitor progress and ensure all interventions align with donor contractual requirements, cross-cutting principles, and PASS Trust’ s standards.
    • Maintain active engagement with local authorities, farmer groups, and sector stakeholders (soybean value chain actors) in Ruvuma and beyond.
  2. Financial and Administrative Management
    • Work closely with the Finance Department to ensure proper financial management, budget tracking, and timely disbursement of project funds.
    • Review partner financial reports for accuracy, completeness, and compliance before submission to the donor.
    • Support transparent accounting and ensure all project financial and procurement processes adhere to PASS Trust and donor policies.
  3. Monitoring, Evaluation, and Learning (MEL)
    • Ensure the development and implementation of an effective MEL framework that captures project progress, outcomes, and lessons learned.
    • Oversee data collection, quality assurance, and analysis to inform performance (evidence-based) reporting and decision-making.
    • Coordinate quarterly reviews, evaluations, and learning sessions with partners and the internal team.
    • Ensure reporting aligns with donor requirements and PASS Trust’ s internal accountability systems.
  4. Technical Oversight and Access to Finance
    • Collaborate closely with the PASS Business Development Services (BDS) team to deliver PASS-led high-quality technical assistance to soybean value chain actors, including capacity-building and agribusiness support.
    • Facilitate the effective rollout of PASS Trust’ s credit guarantee contribution to enhance access to finance for farmers, processors, and other value chain participants.
    • Strengthen linkages with farmer groups to enhance their financial readiness, ensuring they meet lending requirements and can access loans and guarantees through PASS Trust and partner banks.
    • Coordinate technical consultancies, value chain studies, and innovation pilots to strengthen competitiveness and sustainability of the soybean subsector.
    • Ensure that interventions reflect climate-smart, gender-sensitive, and inclusive financing approaches.
  5. Reporting and Donor Compliance
    • Consolidate and review all narrative and financial reports from project partners and ensure timely submission to the donor after internal management approval.
    • Maintain accurate documentation and ensure full compliance with donor and PASS Trust requirements.
    • Serve as the key liaison between PASS Trust and the donor for project performance, reporting, and reviews.
    • Ensure compliance with donor contractual obligations, including cross-cutting issues ( gender equality, human rights, environment, and anti-corruption).
    • Maintain a complete audit trail of project documentation and reporting.
  6. Stakeholder Engagement and Representation
    • Represent PASS Trust in project meetings, national soybean sector events, and government coordination platforms.
    • Promote collaboration among public, private, and development partners to advance the soybean value chain agenda.
    • Facilitate communication, visibility, and outreach activities to showcase project results and impact in coordination with Resource Mobilisation, Partnerships and Communications Unit.
  7. Team Leadership & Supervision
    • Lead and manage a multidisciplinary project team.
    • Provide technical and managerial guidance to ensure effective and efficient delivery.
    • Facilitate training and capacity building of staff and implementing partners.

Critical Success Factors for the Job

Essential Desirable Key Competencies
Academic Qualifications
  1. Bachelor’ s degree in Agricultural Economics, Agribusiness, Project Management, Development/social science Studies, or related fields from a recognized University.
  2. Professional qualification project management is desirable.
  3. Master’ s degree in agriculture, Agribusiness, Rural Development, Project Management, or related field.
  4. Minimum 5 years of progressive experience managing donor-funded agricultural, value chain, or agribusiness projects.
  1. Experience in agribusiness development, access to finance, or credit guarantee schemes is highly preferred.
  2. Familiarity with Tanzanian agricultural policy landscape.
  3. Understanding of gender and youth inclusion strategies in rural development.
  4. Proven experience in partner coordination, grant oversight, and donor compliance.
  5. Demonstrated capacity in Monitoring, Evaluation, and Learning ( MEL) and results-based reporting.
  6. Strong familiarity with the soybean or grain value chain and Tanzania’ s agricultural sector landscape.
