Job Position: STAKEHOLDER ENGAGEMENT COORDINATOR
 

Job Description

 
Qualification required: Degree in Communication, Social Sciences, Anthropology or related discipline

Minimum experience: 10-15 years of professional experience in working with rural communities in Tanzania, preferably within the area covered by the future pipeline and terminal

Accountabilities: Working closely with operational teams including land team for ensuring minimal disruption, respect and good relations with stakeholders, especially Project Affected People (PAPs) and Project Affected Communities (PACs)

Responsibilities:

Stakeholder Engagement Strategy and action plans
The Stakeholder engagement Coordinator coordinates CRCs’ activities all along the Project area and in their respective areas of responsibility:
  • Participates in shaping, defining, and implementing appropriate strategy of Stakeholder engagement, based on a detailed stakeholder mapping and in accordance with the interests and the capacity of the stakeholders.
  • Participates in implementing the Stakeholder Engagement Plan (SEP) for the organization Project.
  • Identifies need to review and adjust the SEP.
  • Maintains an updated mapping of stakeholders. Supports the field team on the mapping on local stakeholders.
  • Works with consultants for the ESIA and other social studies and if necessary participates in the corresponding stakeholder engagement activities.
  • Leads engagement events such as workshops / conferences / meetings for different stakeholders either around a specific topic or as part of a general update according to the SEP. Participates in third-party-led engagements in relation to the Project (e.g. meetings organized by NGOs).
  • Develops key messages and ensures communities are consistently informed in the language they understand on the operational activities.
  • Ensures stakeholder’s expectations, questions, and concerns that may arise throughout the project implementation are captured and responded to.
  • Identifies the presence of vulnerable stakeholders including but not limited to Indigenous People and ensures appropriate and adapted engagement methods are used.
  • Ensures the community resources mapping and the mapping of NGOs/CBOs programs are updated according to new information gathered by the field team during engagements.
  • Collaborates with the Communication team and other organization departments to develop new Communication and disclosure materials and supervises the update and distribution to the different stakeholder groups.
  • In collaboration with the Communication team, suggests the development of specific methods to communicate effectively with different stakeholder groups.
  • Manages stock of communication material and if required creates and develops appropriate ones, ensure that they are translated in the language commonly spoken in an area when pertinent.
  • Works closely with relevant CSOs/NGOs or consultants supporting and advising organization Project in its stakeholder engagement strategy.
  • Updates the social risk register with any stakeholder issue that may pose a risk to the Project and alerts organization Social management.
  • Advises organization Social management in case of any conflict or potential conflict with stakeholders. Analyses stakeholder incidents and proposes corrective actions.

Oversight

  • Oversees the field team of CRCs located in different areas along the pipeline route.
  • Ensures the field team update at least every 6 months their planning according to the needs for Stakeholder Engagement.
  • Organizes remote meetings (call/video) with the field team monthly to share experiences and challenges among the team members, with the purpose of skills improvement and capacity building.
  • Leads and mentors the field team and visits them regularly (estimated once every 4 weeks) in the field to ensure an appropriate and evolving approach to engagement and their understanding of the messages to be delivered to local authorities and communities.
  • Coaches and advises CRCs inappropriate stakeholder engagement / communication techniques and tools for use with communities and other local stakeholders
  • Participates in the training of field teams.

Reporting

  • Maintains a record of all documents related to stakeholder engagement: stakeholder mapping, meetings, field team weekly reports, community resources mapping, local NGOs and development programs mapping, social risk register.
  • Produces a monthly report highlighting challenges and stakeholder concerns and expectations.
  • Works closely with the field team, the Land team, and the Grievance Administrator to ensure a proper follow-up of grievances and update of the grievance master file.
  • Reports on the overall performance of the SE field team. Assesses and reports on the quality of stakeholder relationships and tracks potential changes to them.


Requirements:

  • Professional experience in stakeholder engagement, experience in extractive industry and/or on linear projects preferred.
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including government authorities, local communities, industry, CSOs/NGOs and international organizations, internal stakeholders.
  • Negotiation, conflict management skills.
  • Proven ability to work independently and meet deadlines.
  • Good Computer skills; report writing and analytical skills.
  • Fluency in English (written and spoken) and Kiswahili essential, other relevant local languages is an advantage
