Tanzania's Coastal Regions and the Blue Economy
Tanzania’s coastal regions, stretching 1,424 kilometres along the Indian Ocean, are a vital part of the country's development prospects. These regions boast rich biodiversity and ecosystem services, supporting vibrant communities that significantly contribute to the national economy, primarily through tourism and maritime trade. Millions depend on these regions for income and food, mainly from fishing and agriculture/aquaculture at both subsistence and commercial levels. The Blue Economy (BE) is recognized by many stakeholders, particularly the government, as a promising sector for unlocking untapped potential, protecting natural resources, and enhancing the resilience of vulnerable coastal and marine ecosystems. This sector holds high hopes for promoting socially just, environmentally friendly, or even nature-positive economic growth in blue economy value chains. Achieving economic growth while ensuring the protection and conservation of biodiversity requires collaborative leadership and action from governments, the private sector, civil society, and international actors at all levels. Ocean and coastal management must become more holistic, inclusive, and effective, with Tanzania focusing on developing an inclusive and sustainable blue economy (ISBE).
Project: Stawi Bluu – Sustainable Blue Businesses in Tanzania
The project “Stawi Bluu – sustainable blue businesses in Tanzania” is jointly co-financed by the European Union (EU) and the Federal Ministry of Economic Co-operation and Development (BMZ). It is part of and contributes to the Team Europe Initiative “Blue economy for job creation and climate change adaptation” in Tanzania, and is also an integral part of the BMZ-funded regional programme ProsperBlue.
The project's outcome is to promote sustainable and job-intensive businesses in the blue economy, including productive uses of marine and coastal ecosystems. This will be achieved by establishing business incubators, promoting investment in blue economy enterprises, and facilitating access to financial products to drive sustainable economic development and growth in this sector.
Key Intervention Areas:
- Output 2: Supporting business development and entrepreneurship through an enabling environment and support mechanisms to promote blue economy enterprises and private sector investment.
- Output 1: Promoting sustainable fishing and aquaculture practices, value addition, innovation, and technology application. Inclusion and sustainability are fostered by creating income opportunities and improving value chains, while ensuring sustainable growth through efficient and environmentally friendly practices.
- Output 3: Supporting the transition of the coastal tourism sector to a greener, more resilient model by assisting community-led management of coastal and marine ecosystems, promoting innovative products, destinations, and attractions along the coast, and highlighting natural and cultural heritage sites.
The project builds on the experiences and approaches of the regional project ProsperBlue and can scale up the integrated approaches of the earlier EU-funded Blue Economy program “Go Blue” from Kenya.
Job Role: Technical Advisor
The job holder will contribute to strengthening Tanzania’s Inclusive and Sustainable Blue Economy (ISBE) by improving MSMEs’ access to finance and enhancing the quality of business incubation and acceleration services. The role involves supporting the development of a robust pipeline of bankable enterprises, delivering targeted investment-readiness support, strengthening financial literacy and business development services, and facilitating linkages between enterprises, financial institutions, and investors.
The role will support delivery across two major intervention areas under the Action:
- Pipeline Development & Enterprise Investment Readiness
- Strengthening Business Incubation, Acceleration and MSME Support Structures
The Technical Advisor works closely with financial institutions, incubators, accelerators, and private sector partners. The role requires experience in MSME finance, enterprise advisory, investor linkages, and ecosystem strengthening, as well as the ability to coach enterprises and coordinate diverse partners, including ESOs, financial institutions, and local stakeholders.

Responsibilities and Tasks
- Applying diversified advisory services, strategic and operational planning of all interventions related to enterprise pipeline development, investment readiness, and MSME access to finance under Outputs 1 and 2.2.
- Coordinating the implementation of the Blue Incubation & Acceleration Programme, ensuring high-quality delivery of training, coaching, advisory services, and post-incubation follow-up.
- Supporting the strategic and operational planning of all interventions related to Output 2.
- Supporting the establishment and coordination of multi-actor processes at both national and regional levels.
- Coordination of project implementation partners and developing synergies and cooperation arrangements with other relevant partners.
- Providing technical assistance to government and non-government financial institutions and blue incubators on the further development of an ISBE enabling environment.
- Development of training and information modules and support in anchoring these in national structures.
- Close coordination with political partners (VPO, MLF, and MBEF).
- Participating in, raising awareness among key stakeholders and the population; capacity development of different actors; data resources establishment and research capacity development and knowledge management.
- Prepare the technical inputs, TORs, and oversight required for consultancies, training providers, and implementation partners engaged in MSME support and incubation activities.
- Through partnerships, strengthen the technical and operational capacity of business incubators, accelerators, and entrepreneurship support organisations to deliver consistent, high-quality services to MSMEs.
- Facilitate linkages between MSMEs and financial institutions by preparing enterprises for investor engagement, organising investor matchmaking events, and supporting due-diligence preparation.
- Collaborate with financial institutions to enhance their understanding of Blue Economy business models and support the development or adaptation of financial products tailored to MSMEs.
- Ensure compliance with GIZ rules and procedures in procurement, financial planning, and management of budgets.
- Contribute to the monitoring of indicators and document results and lessons learned.
- Contribute to reporting to GIZ, the EU, and other stakeholders and ensure timely provision of high-quality technical and financial inputs.
- Coordinate the creation of multi-stakeholder platforms for the validation of studies and identification of sustainable/innovative practices in fisheries/mariculture.
- Coordinate and supervise interventions of project activities through implementation partners and identify synergies with existing actors.
- Provide team support, technical information, and assist in the coordination of key conservation actors in Tanzania.
- Build partnerships and working with local communities, fishermen, internal and external experts, consortium members, and NGO partners to enhance collaboration and synergy.
- Foster cross-project learning and strengthen a Community of Practice for the sharing of best practices and lessons learned for adaptive management.
- Quality assurance/proof reading of reports prepared by the program.
Qualifications and Professional Experience
- A degree in Finance, Information Technology, Business Administration, Development Economics, Entrepreneurship, Economics, or related fields.
- 7 years’ experience in MSME financing, business incubation/acceleration, investment readiness support, enterprise advisory, or entrepreneurship ecosystem development in Tanzania.
- 5 years’ experience in project management in the development cooperation context focused on business development or investment-readiness support to MSMEs.
- Extensive knowledge of financial institutions in the area of Blue Economy, at national and international levels.
- Proven experience in working with financial institutions, impact investors, angel networks, or MFIs; delivering business development or investment-readiness support to MSMEs; strengthening incubators, accelerators, or enterprise support organisations.
- Strong understanding of MSME financing instruments, blended finance, ESG/sustainable finance principles, and financial literacy tools.
- Strong experience with coordination and creation of multi-stakeholder platforms.
- Familiarity with Blue Economy-related sectors (tourism, aquaculture, fisheries, waste management, marine transport, coastal value chains) is desirable.
- Experience with monitoring, evaluation, and learning systems.
- Strong technical writing and data analytical skills, interpretation, and presentation of information to a broad range of audiences and stakeholders.
- Good project management skills to support the development and implementation of workplans, grants, contracts, and project budgets.
- Excellent communication skills in English and Kiswahili.
- Intimate knowledge of and sensitivity to local and in-country social, economic, and political conditions and issues.
- Experience in working with local communities, partners, government agencies, and the private sector.
- Independent worker with willingness to take initiative with limited daily oversight but strong commitment to achieve targets and meet deadlines.
