Technical Officer - Early Detection of Breast Cancer Program

Location: Morogoro and Mtwara, Tanzania

Overview

The technical officer provides technical and programmatic support on the early detection of breast cancer program, implemented in 3 regions (Tanga, Mwanza, and Zanzibar) in Phase 1 and 2 additional regions (Morogoro and Mtwara) in Phase 2. The officer will facilitate the implementation of the breast cancer early detection program in Morogoro and Mtwara, aligning with the project's scope. This involves providing technical support for the implementation, coordination, and evaluation of breast cancer early detection and diagnostic services in 18 District Councils (9 in Morogoro and 9 in Mtwara).

Responsibilities include:

  • Facilitating planning, implementation, and monitoring program activities (training, strengthening facility-based service delivery through clinical breast examination, outreach, supervision, and mentorship).
  • Working with R/CHMTs to ensure quality clinical breast examination (CBE) services.
  • Capacity building for service providers (training, coaching, and mentoring).
  • Implementing CBE/diagnostic service protocols and standards.
  • Data collection of CBE service delivery.
  • Supporting capacity building of MOH technical staff (RRCHCO/DRCHO/RHMIS/DHIMS and healthcare providers).
  • Assisting in developing project plans, objectives, scopes, and budgets.
  • Building capacity of R/CHMTs to lead in planning, monitoring, tracking key performance indicators, and evaluating program outcomes.
  • Maintaining accurate and up-to-date program documentation and reports.
  • Providing technical support across early detection program components and facilitating a continuum of care for breast cancer patients.
  • Working with the Regional and District Reproductive and Child Health team for coordination.
  • Strengthening the quality, access, efficiency, and sustainability of early detection programs.
  • Supporting RRCHCO to identify areas needing program implementation support.
  • Supporting microplanning to improve comprehensive council health planning and program budgets.
  • Providing technical support to ensure linkages and synergies at the service delivery level.
  • Supporting technical assistance activities to strengthen the HMIS.
  • Collaborating with R/CHMTs, the project director, and other staff to engage stakeholders in designing and adopting sustainability strategies.
  • Advocating for government funding and identifying and monitoring key sustainability milestones.

Responsibilities

  1. Actively contribute to regional work planning, operational plans, budgeting for the project, and quarterly report writing and preparing scope of work for planned activities.
  2. Support targeted interventions: training, supervision outreach services, pause and reflect meeting and conduct follow up after training.
  3. Support integration of breast and cervical cancer programming and ensure timely reporting
  4. Work with R/CHMTs and lead day-to-day strategic project implementation at the facility level by supporting project teams to achieve high CBE targets
  5. Foster wider adoption of micro-planning for comprehensive council health planning and program budgeting aligning with national and regional targets.
  6. Ensure that Early Detection for Breast Cancer Program implementation follows national standards in a sustainable manner
  7. In collaboration with MOH/PORALG and project team, provide technical support on the program activities and monitor implementation to meet daily, weekly and monthly targets
  8. Work with RRCHCO/RHMIS/DRCHCO/HMIS and facilitate tracking and timely provide report of suspect breast cancer cases and their results from pathology labs to meet 60 days diagnostic goal
  9. Ensure RRCHO /DRCHCO take leadership in quarterly supportive supervision visits to all facilities and prepare feedback reports for action in collaboration with other R/CHMTs and providers at the Subnational level
  10. Support documentation and prepare success stories/best practices of the project activities in the region
  11. Implement all program activities in a timely and self-sufficient manner, multi-tasking and prioritizing as necessary
  12. Ensure that health care providers, surgeons and radiologists at subnational level implement the clinical package of interventions according to the protocol/SOP
  13. Facilitate management of reports in all sources and ensure timely submission of Q report
  14. Support effective implementation of performance, continuous quality improvement for breast and cervical cancer integrated program
  15. Ensure regional and district HMIS teams take leadership roles to ensure proper data collection and reporting procedures
  16. Ensure RRRCHO/DRCHCO take leadership in mentorship activities in collaboration with the regional technical staff/experts in breast cancer care
  17. Work with R/CHMTs and promote integration of CBE and cervical cancer screening activities
  18. Contribute to the overall strategic implementation of program activities
  19. Ensure that program implementation is based on sound technical content and is sustainable and is led by MOH and PORALG
  20. Ensure all project activities are conducted as planned
  21. Perform other duties as assigned by the supervisor to ensure the achievement of project goals

Required Qualifications

  • Bachelor’s degree in medicine (MD) or equivalent experience.
  • Minimum 5-6 years of experience in a voluntary, public, private sector, or NGO, with program management skills.
  • Ability to coach, mentor, and develop technical capacity in regional and national programs.
  • Self-management skills.
  • Effective communication skills.
  • Ability to handle multiple assignments under pressure.
  • Cooperative, competent, hardworking, flexible, and dependable.
  • Excellent verbal, written communication, and presentation skills.
  • Excellent interpersonal skills and teamwork abilities.

  • Excellent written and oral English and Kiswahili skills.

Preferred Qualifications

  • Experience with donor-related programs.
  • Experience in implementing early detection of breast cancer service deliveries and management.
