Administrative and Operations Officer - Arusha

Job Overview
We are looking for a highly organized and detail-oriented Administrative and Operations Officer to provide essential support. This role involves managing a variety of administrative tasks to ensure the smooth operation of the office and support key organizational functions.

Key Responsibilities

Provide administrative support for the preparation of reports, funding applications, and other critical documents.
Handle all incoming calls and emails, delivering excellent customer service to all stakeholders.
Liaise effectively with suppliers and manage the procurement of office supplies as needed.
Assist in financial tasks, including invoicing and meticulous budget tracking.
Effectively coordinate all actions related to human resource administration, including recruitment, placement, promotion, performance appraisal, classification reviews, separation, and training, ensuring alignment with UN rules and procedures.
Advise on conditions of service, duties, responsibilities, and entitlements under Staff Rules and Regulations.
Provide expert advice to managers and staff on the interpretation and application of HR policies, regulations, and rules.
Assess training needs, develop and deliver staff development programs, and support the implementation of HR-related policies and specific training initiatives (e.g., code of conduct).
Supervise Human Resources Assistants in managing staffing tables, contracts, and other HR administrative transactions.
Take the lead in the preparation and implementation of the work program, ensuring financial resources are utilized to implement activities in accordance with the program budget and allotments issued.
Monitor and review the work program and budget through regular and special reviews to assess progress of actual work versus the program plan.
Coordinate the production of program reports.
Define requirements and collaborate with systems units to improve budget reporting systems and ensure cost-effective utilization of program resources.
Perform other related duties as required.


Qualifications

University degree in Business or Public Administration, Finance, Agriculture, Law, or Accounting is required.
A first-level university degree in combination with two (2) additional years of qualifying experience may be an added advantage.


Work Experience

A minimum of two (2) years of progressively responsible experience in administration, budget and finance, accounting, and/or human resources management is required.
Experience in implementing administrative policies, frameworks, and standard operating procedures is required.
Experience in supporting process improvement and change management within a large international organization, non-governmental organization (NGO), or similar organization is required.
Experience in collecting and analyzing data to identify trends and insights for data-driven planning, decision-making, presentation, and reporting is required.
