About Plan International
Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. The organisation works with children, young people, supporters, and partners to address the root causes of poverty, violence, exclusion, and discrimination.
For over 85 years, Plan International has worked to transform the lives of children in more than 80 countries. It supports children’s rights from birth to adulthood and promotes gender equality, inclusion, and positive changes in policies and practices.

Background
This is an anticipated project to be implemented by GIZ in cooperation with the Ministry of Health (MoH) and the Prime Minister’s Office for Regional Administration and Local Government (PMO-RALG), with implementation focusing on Tanga Region.
Subject to the project award, the contractor will implement activities under two main outputs:

Empowering young people to address sexual and reproductive health issues.
Improving the environment in which young people can make informed and empowered choices.

The project aims to help young people, particularly young women, make informed and confident decisions about their health and future. It seeks to address barriers to reliable health information, access to appropriate services, and social norms that may discourage open discussion of health and relationships.

The project will be implemented through four interconnected work packages:

Work Package 1: Youth Empowerment – Strengthening young people’s knowledge, skills, and links to services through school-based and out-of-school youth clubs.
Work Package 2: Community Engagement – Addressing the broader social and institutional environment through engagement with community opinion leaders.
Work Package 3: Communication Campaigns – Implementing coordinated social and mass media campaigns.
Work Package 4: Civil Society Support – Supporting local civil society organisations through a small-grants mechanism for gender-transformative approaches.

Key Responsibilities
The Community Engagement and Gender Officer will be responsible for the following duties:

Capacity Strengthening of Civil Society Organisations: Lead capacity-development activities for local civil society organisations (CSOs) under Work Package 4, including training in grant writing, proposal development, and the implementation of gender-transformative interventions.
Grant Management and Monitoring: Manage and provide technical support throughout the competitive grant process, including assisting selected organisations and monitoring grant implementation, results, and use of funds.
Technical Guidance and Safeguarding: Provide technical guidance to CSOs on gender-transformative approaches, inclusion, and safeguarding.
Stakeholder Linkages: Facilitate collaboration between CSOs, schools, health facilities, youth clubs, and community structures to strengthen coordinated project implementation.
Gender Integration in Youth Activities: Support the integration of gender-transformative and inclusive approaches into school and youth club activities under Work Package 1, including providing advice on training content and facilitation methods.
Coordination and Reporting: Contribute to project coordination, reporting, and documentation of lessons learned concerning community engagement and gender equality.
Team Collaboration: Work closely with the Team Leader and other project experts to ensure effective implementation and alignment of activities with project objectives.
