The Opportunity
As the HMIS DHIS2 Architect and Developer, you will provide technical leadership supporting Health Management Information System (HMIS) strengthening work, as well as supporting the design and development of DHIS2-based monitoring and evaluation (M&E) systems. As a key member of Abt's Data & Digital Services team, you will be supporting Abt’s International Development portfolio.
Core Responsibilities
Health Information System Strengthening Strategy and Delivery (50%)
Provide technical assistance to projects to deliver health information system and data use strengthening support, under the supervision of the Local Health Systems Strengthening Digital Health Quality Assurance Lead
Contribute to and strengthen Data and HMIS governance strategy and documentation
Lead delivery of DHIS2-based technical support to Ministries of Health and Abt projects
Provide inputs on HMIS strengthening strategies for business development efforts
DHIS2 Configuration Support
Ability to lead design and development of new DHIS2-based requests by projects
Support DHIS2 ecosystem planning and upgrades
Thought leadership and capacity building
Advising and engaging with Abt leadership on how routine project MEL data interacts with other digital solutions
Build capacity for relevant staff in DHIS2 configuration, implementation, and technical support
Contribute to a culture of stronger DHIS2 governance at Abt
Ensure electronic data management standards, including data confidentiality, data quality assurance, data integrity, in alignment with organizational policy
Share best practices and case studies and promote a culture of learning among projects and Abt’s enterprise M&E needs
Support advancement of developments in use of digital solutions to support projects, including use of new DHIS2 features
This position may require limited (5-10%) international travel.
What We Value
Strong understanding of database relationships and data flows is essential
Demonstrated developer experience working with DHIS2, ideally experience scaling up the use of DHIS2; able to lead and perform configuration using tracker, events, and aggregate models
Demonstrated experience in Digital Health and HMIS design, governance, delivery, and expansion
Experience working with various Ministries of Health on HMIS strengthening
Deep knowledge of data collection for health, management, tools, data analysis, and management
Knowledge of statistical/research packages such as SPSS, Stata, MatLab, nVivo, Sprectrum, etc. is desired
Experience with data visualization software PowerBi or Tableau is a plus
A minimum of 5 years of professional experience in Health Information Systems
Excellent problem-solving skills and written and oral communication skills
Excellent organizational skills and ability to keep to a timeline
Written and oral fluency in English; Proficiency in Portuguese, French, or Spanish, a plus
