Job Summary
The Finance Manager (full time, based in Dar es Salaam) is responsible for all aspects of financial management for BORDA Tanzania office, in close coordination with the Country Director and the Africa Regional Finance Manager. The Finance Manager will oversee and coordinate financial activities for the respective donor projects, including: Implementation of financial systems, budgeting, expenditure tracking, procurement, grants, logistics, human resources and financial reporting and accounting. The position is also responsible for ensuring cost consciousness, efficient spending and for implementing and maintaining an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of financial operations.

Main responsibilities include, among others:
Budgeting and Expenditure Monitoring
Oversee all financial planning, budgeting and reporting for the respective donor projects including developing and managing systems to monitor and report expenditures
Oversee day-to-day coordination of financial activities ensuring efficient operations and cost efficiency
Lead development, monitoring and review of accurate budgets and track expenditures using cost performance monitoring mechanisms to ensure prevention of over or under expenditure, monitor variances, and take actions as appropriate
Determine updated monthly project accruals and projections to support forecasting accuracy and program completion
Follow up on activities and monitor advance balances of resources disbursed, verify availability of funds and recommend for changes in budget lines if needed
Prepare and provide required financial reports as requested by the donor, as well as monthly financial reports using WINPACCS
Operations and Accounting
Ensure the compliance of all the provisions of guidelines regarding financial management, procurement, and other SOPs related to financial procedures
Maintain and administer an on-site financial accounting and bookkeeping system (WINPACCS) to assure the integrity and effective financial operations and prepare monthly reports
Review, reconcile and monitor all project accounts, including supervision of the Accountant operating accounts and petty cash operations involving cash advances.
Oversee project’s cash needs, payments, procurement, operation systems, policies and procedures, and consultant payments
Implement and oversee a financial reporting and reimbursement process in accordance with BORDA Tanzania's established financial system
Ensure financial records are properly maintained and readily available and facilitate external audits
Approve and sign financial documents (including requests, payrolls, bank checks etc.), including through online banking
Review the monthly salary structure before the processing of payroll
File soft and hard copies of all relevant project documents;
Backstop, monitor and provide training to finance staff in the areas of accounting.
Prepare and support annual audit exercise, prepare audit follow-up plans in consultation with the Country Director and Regional Finance Manager
Provide guidance to the team members on financial requirements and office operations in compliance with donor and BORDA Tanzania policies and procedures – notably relating to procurement, local and international travel, and maintenance of office inventory
Support the finance staff and align their efforts with project goals to ensure rapid and sustainable results
Required Qualifications and Experience
Tanzanian national
Master's degree in Business Administration, Public Administration, Finance, Accounting or relevant field
Fully completed accounting qualification/certification e.g. CA, ACCA, CIMA, CPA is an Added Advantage
Minimum 8 years demonstrated experience in financial, administrative or grants management, with a minimum of five years direct NGO work experience or working within the field of international development.
Experience in preparation of budgets and financial reports for international donor agencies
Knowledge of financing mechanisms - contracts and grants and their relevant terms and conditions
Knowledge of relevant Tanzanian legislation and regulations
Excellent verbal, written, interpersonal, and presentation skills in English
Experience hiring and supervising personnel
Proven experience in leading an effective team or teams
In depth knowledge financial software applications, databases and spreadsheets, and Microsoft Office
Experience developing and/or implementing finance and accounting policies, procedures and systems
Excellent verbal, written, interpersonal, and presentation skills in English
