HR World Limited, on behalf of our client, is seeking to recruit a dynamic and experienced Finance Manager. This pivotal role is responsible for ensuring effective financial management, statutory compliance, strong internal controls, and strategic financial oversight of the organization.
Key Responsibilities:
Facilitate the annual budgeting process and monitor monthly budget utilization across programs.
Review monthly donor financial reports prepared by the Programme Accountant, analyze variances, and provide financial guidance.
Conduct regular reviews of trial balance transactions in the MIS to ensure accuracy and timely correction of errors.
Ensure full compliance with statutory and regulatory financial requirements in Tanzania.
Ensure adherence to finance policies, procedures, and internal control systems.
Support identification and management of financial and compliance risks in liaison with relevant staff.
Safeguard organizational assets (cash, inventory, and fixed assets) through effective internal controls.
Conduct regular internal control checks on cash flow and liquidity management.
Facilitate external audit processes and ensure timely provision of audit documentation.
Ensure program budgets and financial plans are updated to reflect progress, changes, and forecasts.
Prepare, review, and submit timely management and donor financial reports.
Supervise the Programme Accountant and review financial reports and proposal budgets before submission to senior management.
Ensure compliance with all statutory financial obligations, including taxes and regulatory filings.
Ensure timely settlement of creditors, suppliers, and in-kind product accounts.
Approve and authorize project and administrative purchase orders and payments in line with donor budgets and organizational policies.
Act as a bank and pay bill account signatory as per approved mandates.
Oversee fixed asset management, including asset registers, verification, and depreciation.
Review and approve monthly bank and pay bill reconciliations within agreed timelines.
Manage accounts payable and accounts receivable.
Facilitate preparation of proposal budgets for new projects in collaboration with relevant departments.
Oversee preparation and revision of donor project budgets.
Qualifications and Experience:
Master’s degree in Commerce, Accounting, Finance, Business Administration, Strategic Management, or a related field.
Professional qualification such as CPA (T).
Active membership with the Institute of Certified Public Accountants of Tanzania (ICPA(T)).
Minimum of 5 years’ experience in a similar finance management role.
Proven experience in financial management, grants management, and auditing.
Strong working knowledge of computerized accounting systems and financial applications.
