Overivew
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, emergency food security, and water, sanitation and hygiene sectors. The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters, NORCAP, with 650 professionals, ready to be deployed on 72 hours’ notice when a crisis occurs. In mid-April 2016, NRC conducted a pre-assessment mission in the refugee camps in north western Tanzania and the assessment revealed that the humanitarian situation for the refugees requires urgent intervention and NRC therefore decided to establish an operational office in Kibondo town, to respond in Mtendeli and/or Nduta refugee camps. Job description


Adhere to NRC policies, tools, handbooks and guidelines 
Assist with the implementation of the support function portfolio according to plan of action 
Prepare and develop status reports as required by management 
Ensure proper filing of documents 
Promote and share ideas for improvement of the support function 
Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management); 
Ensure safe and efficient transport of staff and materials/goods 
Organize warehouses and stock management at field level according to NRC’s norms and procedures 
Ensure that the Field office stock is managed according to NRC policy concerning management of the stocks 
Ensure staff's security in the warehouse 
Foresee a minimum stock/inventory in coordination with the line manager and program managers in order to avoid understocking 
With the aid of the procurement and programme department, ensure the reception of goods. Carry out quantitative and qualitative controls and ensure conformity of all supporting documents 
Organize and supervise loading and offloading of goods in the warehouse 
Assist in managing all stock tools, in both soft copies and hard copies 
Prepare good received notes and all related documentation 
Produce input to weekly and monthly field stock reports tracing movements of stock and stock balance 
Verify and follow up and update stock cards and bin cards at field office level. 
Record daily stock entry and exits according to day to day activity and different projects at field level 
Implement stock spot checks 
Implement physical stock and inventory report in accordance to NRC Logistic Handbook 
Assist Logistic officer in stock management 
Plan and organise daily vehicle movement (goods and staff) for field office 
Assist in effective and timely maintenance, servicing and repair of NRC vehicles 
Assist in vehicle management best practices, policies and procedures. 
Coordinate maintenance, repair, and replacement of NRC vehicles with Logistic Officer 
Control transfer and movement of vehicles between project locations as required by operations 
Provide recommendations for lowering vehicle-operating expenses and reduce idle time of vehicles 
Provide input to monthly fuel reports according to NRC policies and donor’s requirements 
Assist in monitoring of fuel consumptions and fuel stock.


Qualifications


Experience from working in in humanitarian logistics context 
Documented results related to the position’s responsibilities 
Knowledge about own leadership skills/profile 
Fluency in English and Kiswahili, both written and verbal 
Valid driver’s license 
Experienced with Warehousing management 
Experienced in fleet management 
Able to prioritize and plan ahead 
Accurate filing skills 
High-level competency in computer skills (Microsoft Office applications)
