Job Summary
The Project Officer will support DVV International's non-formal adult education activities at macro, meso, and micro levels. This role involves direct supervision by the Country Project Coordinator and leadership from the Regional Director East Africa/the Horn of Africa.
Key Responsibilities
Providing technical support to stakeholders at national, regional, and district levels in adult literacy, technical and vocational education, and non-formal/community education.
Supporting government and non-governmental partners in implementing the national ‘Integrated Community-Based Adult Education’ (ICBAE) programme.
Developing a multi-sectoral implementation strategy for non-formal youth and adult education.
Overseeing monitoring and evaluation, including developing data collection and analysis tools.
Establishing and maintaining multi-sectoral networks in youth and adult education, particularly at the national level.
Supporting the implementation of pilot community learning centres (CLC) in Coast and Dar es Salaam regions, including cross-sectoral coordination.
Conducting regular supervision and monitoring visits to CLCs to ensure quality project activities.
Delivering training on youth and adult education, andragogy, and the ICBAE programme.
Collaborating with the Advocacy and Communications Advisor on advocacy and communications strategies.
Identifying research topics and areas in youth and adult education in Tanzania and the East African region.
Project Management
Assisting the Country Project Coordinator in developing and implementing programme activities within budget and guidelines.
Conducting project monitoring and evaluation for effective communication to donors and stakeholders.
Supporting tender processes from design to review.
Assisting in the development of proposals for third-party funding donors.
Supporting the planning and implementation of workshops, trainings, and conferences, and compiling progress reports.
Required Qualifications and Skills
A university degree, preferably a Master’s, in Education or Social Sciences from a reputable university.
At least 4 years of experience in the local or international NGO sector in a similar role.
Proven skills in monitoring & evaluation and developing data collection/analysis tools.
Understanding of strategies and issues related to youth and adult education in Tanzania, regionally, and globally.
Knowledge of key players in youth and adult education in Tanzania and strong networking skills.
Proven capacity in training delivery and working with government officials.
Strong analytical and report writing skills, with project management competencies.
Excellent communication and writing skills in English and Kiswahili.
Personal Characteristics
Tanzanian national.
Problem-solving skills.
Excellent inter-personal, communication, presentation, and training skills.
Ability to work effectively in a team.
Ability to work under pressure and meet deadlines.
Strong computer skills.
Solid organizational skills, including attention to detail and multi-tasking.
Strong working knowledge of Microsoft Office.
