Overview
Tanzania Health Promotion Support (THPS) is an indigenous NGO established under nongovernmental organization act No 24 of 2002 in 2011. THPS works in partnership with the Ministries of Health Community Development Gender Elderly and Children (MoHCDGEC) Regional Administration and Local Governments (PORALG), Ministry of Home Affairs (MoHA) and Ministry of Health in Zanzibar. THPS’ goal is to ensure accessible high-quality health care services to Tanzanians; through strengthening of health systems.
THPS, has been awarded by CDC/PEPFAR to implement the five (5) years project AFYA HATUA (Sustain Treatment, Enrolment and HIV Prevention- STEP). Through AFYA HATUA, THPS will deliver client centered, comprehensive facility and community-based HIV prevention, care, and treatment services for general, key and vulnerable populations in Pwani, Kigoma and Shinyanga regions, and contribute to the country’s epidemic control. Based on the Government of Tanzania’s (GoT) National Multisectoral Strategic Framework (NMSF) IV, Health Sector HIV Strategic Plan (HSHSP) IV, and PEPFAR COP21 priorities, AFYA HATUA will extend best practices and lessons learned from THPS’s 10+ years of implementing HIV programs in Tanzania. THPS will partner with all LGAs in the 3 regions, faith-based health facilities, and community-based, key population (KP)-led organizations to achieve the project goals.
Position Title: Quality Improvement (QI) Program Officer (3 Positions)
Reports to: Regional Program Manger
Location: Pwani, Kigoma, and Shinyanga with up to 75% field travel
Job Summary:
Oversee QI interventions in the regions including working with health facility work improvement teams in developing and implementation of QI interventions for key PEPFAR indicators throughout the HIV cascade. Build capacity of facility and community teams to document QI processes, analyze, monitor and timely use the data for program improvements. S/He will integrate QI approaches in the HIV cascade for different subpopulations including children, adolescents, men, priority and other vulnerable potations. S/He will work with Regional and District program teams to ensure all government and donor targets are met.
Roles and Responsibilities:
Oversee formation/strengthen of Work and Quality Improvement teams in each supported site and ensure they implement QI
Collaborate with program teams and R/CHMTs to identify service delivery gap and eventual QI interventions, to improve project outcomes
Support needs-based continuous quality improvement training and mentorship to R/CHMTs and HCPs for integration of QI methods and best practices into routine facility and community
Facilitate HCPs training, on job training, mentorship and continuous medication education on QI in all supported sites.
Provide relevant support for effective implementation of QI for all service delivery models (SDM) strategies for HIV prevention, care, treatment and support
Collaborate with project staff to monitor and evaluate the quality full spectrum of HIV prevention and treatment services for continuous quality
Conduct routine site visits to support quality improvement activities and build site capacity to implement quality management activities.
Ensure supported sites have national quality improvement guidelines and tools
Conduct supportive supervision to QI teams and ensure functionality of those teams including documentation of QI team’s regular meetings and follow up of action
Work with monitoring and evaluation teams to establish performance monitoring system for tracking priority QI indicators across THPS supported sites.
Work with THPS technical team in identifying and communicating best practices and successes in HIV/AIDS healthcare delivery
Organize learning sessions for experience sharing between sites/districts and application of QI improvement methods.
Ensure QI methods are applied across all interventions area and contribute to overall program
Facilitate availability of differentiated SDM tools such as standard operating procedures, job aids and operational
Qualifications, Experience, and Skills required:
Medical Doctors, Nurse or Social Worker with degrees from recognized Postgraduate training will be an added advantage.
At least three years experience in Quality improvement approaches of donor funded HIV programs
Strong problem-solving
Fluent in English and Swahili with good verbal and written communication
Excellent computer skills in MS word, powerpoint and
