Job Summary:
The Act to End Neglected Tropical Diseases (NTDs) East, Tanzania Program (Act | East), is an eight-year project (2018-2026) funded by the U.S. Agency for International Development (USAID) to support Tanzania’s Ministry of Health (MoH), through the national NTD control program (NTDCP), in the control and elimination of five targeted NTDs: lymphatic filariasis (LF), onchocerciasis (OV), schistosomiasis (SCH), soil-transmitted helminths (STH), and trachoma.
RTI seeks a Senior Program Officer (SPO) specifically for onchocerciasis, who will coordinate with NTDCP, sub grantees, district local governments, and other Act | East partners in providing oversight during planning, implementation, and monitoring of Act to End NTDs I East program activities. The SPO will work closely with the Program Manager, the MERLA Advisor, the Procurement & Logistics Officer, and the Sr. Finance & Grants Manager to support effective implementation of Act | East contributions to the national NTD program.

Responsibilities

Program Planning/Development/Coordination

Under the direction of the Program Manager (PM), the Senior Program Officer will supervise and monitor Act | East’s OV field activities.
Coordinate with NTDCP and support in planning and preparation of meetings as required with Act | East counterparts such as planning and review meetings at regional and district levels/ technical working groups and expert committee meetings, along with project site visits to assess progress against the expected results noted within Act | East’s annual work plan
Work with the PM to coordinate and ensure the completion of annual work plans, semi-annual reports, and monthly updates with the RTI Tanzania team
Provide technical assistance to the MoH, regions, and districts
Contribute to the development of technical activities based on the strategic directions of the program primarily focusing on sub-grantees and district local governments.
Participate in program and activity planning, budgeting, and implementation.
Work with the MERLA Advisor to develop the Act | East/Tanzania M&E plan and coordinate its implementation among sub-grantees and district local governments.
Coordinate with regional and district health authorities in Act | East supported regions and districts to ensure timely implementation of planned activities.
Provide technical support and management in conjunction with NTDCP on OV surveys
With support from PM and supply chain specialist provide technical support on onchocerciasis laboratory-based activities and analysis requirement for the onchocerciasis surveys.
Work with PM to coordinate and provide technical guidance on onchocerciasis entomological work. 

Information Processing

Provide written reports of program field activities at the direction of the PM
Contribute to the development of annual work plan and budgeting, monthly, semi-annual, and annual reports, at the direction of the PM
Prepare presentations and graphic material for Act | East, work plans, reports and other documents
Assist in the preparation of Act | East field briefs and other summary materials
Contribute to the capture and dissemination of information on project activities, outcomes, best practices, and lessons learned including success stories and articles for dissemination
Coordinate with NTDCP in preparation of technical presentations, including data analysis and mapping, for OV technical working groups and expert committee meetings
Conduct basic data analysis to inform Act | East field brief, abstracts and other summary materials.

Management and Administrative Tasks

Assist the PM and Senior. Finance & Grants Manager with budgeting for field programmatic activities
Maintain project files for technical deliverables especially those from field activities/grantees
Maintain project activities calendar and monitor completion of field activities
Provide information to PM and Sr. Finance & Grants Manager on financial forecasts for field activities and recommend request for payment.
Work with the PM to represent RTI when asked in NTD technical working groups
Supervise the program officer and Program Assistant



Qualifications

Master’s Degree in public health, Epidemiology, Neglected Tropical Disease Control, social sciences and at least 6 years of experience or a bachelor’s degree and at least 8 years of program management experience. Degree in Entomology is an added advantage.
