Job Description
Job Title: Senior Health Informatics Officer
Location: Dar es Salaam
Reporting To: M&E Director
Job Objective:
The Senior Health Informatics Officer will be responsible to develop, manage and maintain all data management systems including GIS mapping for Pact’s USAID Kizazi Kipya project. He/ she will also contribute to building capacity of M&E staff in data visualization, interpretation and promoting the culture of data use for decision making in the project at all level. The Senior Health Informatics Officer will also lead rollout of new innovations including mHealth and optimize information systems for use of mobile technology for data collection. S/he will also contribute to ensuring data quality through building mechanisms in the systems to validate data during entry process to minimize error.

Responsibilities:
She/He will be responsible for:
Develop, manage and ensure maintenance and proper functioning and output of project’s data management systems
Ensure that the data management systems are functional and able to provide to the program staff with outputs on time for daily, monthly, quarterly, annual, and ad hoc reports
Supervise the Health Informatics Officer and Senior Data Manager to ensure high-quality data inputs and outputs into the systems and from the systems
Liaise with other members of the M&E team to coordinate and streamline information systems, mapping and project mHealth initiatives with M&E and Research activities of the project
Have deliverables of quarterly data from DHIS2, along with assessment of data quality to explain the completeness and quality of the data
Advise MOHSW on health systems improvements related to OVC
Advise on advanced data management systems being established by Pact Tanzania
Advise on advanced data management systems being established by Pact Tanzania
Provide necessary support to cluster offices on data management and reporting systems
Liaise with M&E Director, Program Managers and COPs as necessary to ensure that the M&E Unit is meeting the data management needs of the program.
Other tasks as required
Minimum Requirements:
Education:
Bachelors Degree in Computer Science or Health Informatics. Masters Degree preferred.
Experience:
Proven experience as application developer
Proven experience in designing and building mobile applications including USSD applications
Experience of working with DHIS2
Experience in national level work on health informatics (work with the MOHSW)
At least 5 years work experience supporting data management systems
Knowledge of different database software
Excellent time management, peoples and partnership skills
Excellent writing, English and Kiswahili skills
Experience with PEPFAR 3.0 funded projects in Tanzania is a plus
The candidate should have experience in training/workshop facilitation, mentoring and proven ability to develop and maintain effective work relationships with government and other NGO counterparts.
Skills:
Ability to program in at least one programming language such as SQL, PHP, HTML, JavaScript, R, Python etc
Proven skills in designing and building mobile applications including USSD applications
Proven ability to develop/customize DHIS2
Ability to work effectively with multiple teams, partner agencies and community members.
Proficiency in word processing and Microsoft Office
Proficient with MS Excel
Availability and willingness to travel up to 50% time
