Baylor College of Medicine Children’s Foundation – Tanzania (Baylor Tanzania) is a local Non-Government Organization (NGO) registered in 2009 dedicated to supporting the provision of high-quality, comprehensive HIV/AIDS care and treatment to HIV – exposed and infected children and adolescents in the Lake and Southern Highlands Zones of Tanzania. Baylor Tanzania is a member of Baylor International Pediatric AIDS Initiative (BIPAI) Network which is headquartered at Texas Children’s Hospital, Houston, Texas, USA. Baylor-Tanzania is funded by the United State Agency for International Development (USAID), working to support the Government of Tanzania through Ministry of Health, Community Development, Gender, Elderly and Children and President’s Office-Regional Administration Local Government to improve provision of services for children and adolescent infected and living with HIV in Lake and Southern Highland Zones.

Tanzania Health Promotion Services (THPS) in partnership with Baylor Tanzania have been awarded a five years USAID Cooperative Agreement number 72067120CA00004 - Uhuru TB &FP LON Activity, aimed at improving access and use of quality Tuberculosis (TB) and family planning (FP) services for better health outcomes for Tanzanian citizens. The Activity will be implemented in Katavi, Kigoma, Rukwa and Songwe regions. Baylor Tanzania is seeking competent, experienced, dynamic and qualified candidates to fill the position listed below:

Position: Finance Officer

Location: Mwanza- Tanzania

 

Position Summary:

The Finance Officer will provide day to day financial support to Baylor – Tanzania program and operation staffs, clients, customers and stakeholders at Lake Zone office based in Mwanza.

 

Main Duties and Responsibilities:

 

FACILITATE PAYMENTS

  • Timely review of petty cash requests and petty cash vouchers.
  • Effective checking for accuracy of transaction documents, appropriate account, donor and activity codes on payment requests and advance requests.
  • Initiate remittance of approved payment requests from Baylor – Tanzania’s CRDB internet banking.    
  • Ensure vendor payments are processed in a timely and organized manner.

 

FACILITATE MANAGEMENT & SUPPORT

  • Effectively ensure accuracy of transaction documents, appropriate account &
  • Assist the Senior Finance Officer in the preparation of annual budget in compliance with applicable budget policy and guidelines.
  • Follow up of all financial accountabilities and prepare reports for review.
  • Liaise with Senior Finance Officer & Finance Director to plan audits, implement audits and resolve audit findings.
  • Supervise work performed by the Finance Assistant.
  • Assist with preparing actual Expenditure Vs budgeted expenditure reports for review.
  • Maintains an up-to-date General ledger.
  • Produce monthly, quarterly and annual financial statements, and financial reports.
  • Review for completeness and accuracy all completed claim for refund of VAT form ITX262.02.E at a regular interval for all transactions that Baylor – Tanzania has paid VAT upfront and submit the same to the Executive Director.  
  • Ensure applicable withholding taxes are held from payment for services and goods.
  • Oversee timely statutory remittances related to payroll of social security contributions, PAYE, HELSB.
  • Oversee timely remittance of withholding taxes held by Baylor from payment such as on services, rent, consultancy etc.

 

Inventory Management

  • Maintain an up-to-date fixed asset register and perform reconciliation with the general ledger on monthly basis including participation in inventory verification.

 

Accounting

  • Preparation of Uhuru Project financial reports and submit for review to Finance Director, Approval to Executive Director and timely submission to THPS,
  • Coordinate input of financial transactions into QuickBooks financial system.
  • Review Balance Sheet accounts and develop reconciliation schedules.
  • Maintain up-to-date General Ledger in the accounting system.
  • Prepare monthly balance sheet account reconciliations including Bank reconciliations.
  • Review or approve, depending on assigned threshold, journal entries.

 

Person Specifications:

Essential

  • Minimum academic qualification: Advanced Diploma in Accountancy from a recognized institution; a B.com degree (accounting Option) will be an added advantage.
  • Minimum experience and exposure of at least 3 years in a busy accounting office.
  • Good knowledge of accounting principles and procedures,
  •  Analytical skills and team work spirit.
  • Ability to manage several tasks simultaneously and to organize and prioritize own work.
  • Knowledge and experience with Microsoft office, and accounting packages.

 

Desirable

  • Experience of working in an NGO environment.
  • Knowledge and experience of preparing accountabilities for funds granted.
