Job Description

PCI is a non-profit organization with a mission to empower people to enhance health, end hunger and overcome hardship.  Our vision is that the most vulnerable people in the world will have the power to lift themselves out of poverty and will create vital, healthy lives for their families and communities now and in the future.  In Tanzania PCI has operated a number of programs in the education, health, agriculture and community development sectors.  The USDA supported “McGovern-Dole Food for Education” program supports school feeding, education and other components to improve literacy and health outcomes in Mara Region.  With recent support from the Eleanor Crook Foundation and the Conrad Hilton Foundation, PCI will be carrying out the EFFECT and EFFECT+ studies addressing early infant feeding practices and early childhood development in partnership with Harvard T.H. Chan School of Public Health, Purdue University and the African Academy of Public Health.

 

PURPOSE OF THE POSITION: 

This position is responsible for facilitating corporate support and effective management of the Human Resource, Industrial relations and Legal functions in the organization and across all portfolios. The Successful candidate will be based in Dar Es Salaam with 30% Travel to Musoma Office and will report to HR Manager.

 

KEY AREAS OF RESPONSIBILITY:

Assisting the HR Manager on HR/Legal Operational Activities; i.e:

  1. Human resource policies and regulations
  2. Recruitment and selection ( Scheduling interviews & coordinating Inductions)
  3. Compensation and benefits Administration ( Payroll processing and Pension funds)
  4. Industrial relations and employees Welfare
  5. Staff information and the administration of the HRIS
  6. Employees data Management

 

Legal and Other:

  1. PCI liaison with the Government and other Partners
  2. Custodian of the PCI MoU
  3. In charge of the Expatriates Work & Residents permits

 

DUTIES: 

Effective Management of Industrial Relations at the Workplace

  • Ensure compliance with Employment and labor relation act 2004
  • Resolve conflicts and maintain staff discipline at the workplace.
  • Coordinate Disciplinary Hearings and advise the Management on right measures
  • Provide guidance on termination of  employees which is in conformity with applicable laws(ELRA 2004)
  • Provide Supervisors and Managers with a system to follow to manage workplace behavior and understanding of the issues associated with carrying out discipline in achieving desired results
  • Receiving the forms number 1 and form number 18 from CMA for notice to attend mediation/arbitration hearing and defend the company.
  • Handle company legal related matters
  • Attend to Departmental Meetings and add value to their meetings
  • Preparing Charge sheets, Disciplinary minutes, Managing appeals and advise management accordingly.
  • Monitoring Employees attendance including absenteeism, attendance and act accordingly by putting a right mechanism in place to track the same.
  • Work with Managers on handling staff discipline and ensure compliance and fairness.
  • Manage staff exits and ensure exit interview is done and share quarterly staff exit reports tracking the reasons for resignations

 

Performance Management:

  • Ensure effective Performance Management of the company
  • Preparation of Performance management reports being shared with the team annually.
  • Monitor and facilitate Employees performance improvement plans and act accordingly
  • Conduct performance management  fresher courses once per annum
  • Align organization targets with the performance management system in place and monitor implementation.
  • Keep track of employees who are on probation and liaise with the Managers/supervisors to monitor their performance on monthly basis and guide management accordingly before decision is made on their employment with PCI

 

Effective Liaison with Government Ministries:

  • Coordinate all matters relating to MoU with the Government of Tanzania;
  • To process work permits and resident permit for PCI-TZ International staff
  • Provide legal guidance on the MoU and monitor compliance
  • Monitor timely submission of NGO returns and fees to NGOs Registrar, etc.

 

Effective management of employee’s safety, data, and welfare:

  • Ensure that employee’s records and particulars are updated timely and always.
  • Assist employees administrative issues such us facilitation of introductory letters i.e. Bank issues, Immigration issues, Police issues timely.
  • Management of employee records.
  • Establish and create an annual calendar of events, share with the team and monitor adherence.
  • Attend to staff queries timely.
  • Make sure PCI staff have Identification cards.

 

REQUIRED QUALIFICATIONS:

  • Degree/ HR Management, Business Administration, Industrial Relations and Law
  • Minimum 4 - 5 years hands-on experience in HR and Legal Management
  • Team player with Interpersonal skills
  • Strong analytical approach to problem-solving
