NAFGEM Tanzania is a national non-governmental organization registered to operate in Tanzania Mainland since 1999. NAFGEM’s vision is to foster a society that values and protects the human rights of women, youth, and children. Since its establishment, the organization has been implementing programs that target women, children, and youth in marginalized communities, with the aim of improving their health and well-being, eliminating female genital mutilation, child marriage, and other forms of gender-based violence.

Project Overview

NAFGEM Tanzania, a sub-awardee to Pact, implements the Adolescent and Children HIV Incidence Reduction, Empowerment, and Virus Elimination (ACHIEVE) project, whose primary goal is to attain and sustain HIV epidemic control among pregnant and breastfeeding women, adolescents, infants, and children. The project has recently expanded its scope to include a Maternal, Newborn Child Health, and Nutrition (MNCHN) intervention in three regions of Arusha, Kilimanjaro, and Lindi. The intervention will be implemented in all 20 councils across the selected regions, aiming at improving the maternal and child health outcomes. To achieve this objective, NAFGEM Tanzania will work with the government to strengthen the capacity of healthcare workers to provide comprehensive maternal and newborn care, enhance selected Comprehensive Emergency Obstetric and Newborn Care (CEmONC) facilities through the procurement of essential medical equipment, and build the capacity of healthcare workers to conduct nutrition assessment, counseling, and management of malnutrition among children under five years of age.

• Number of Positions: 3 (1 in Lindi, 1 in Kilimanjaro, and 1 in Arusha)
• Contract Duration: 3 months (June – August 2026)
• Report To: Executive Director

NAFGEM Tanzania is seeking enthusiastic, creative, and energetic individuals to fill the following vacant positions for the ACHIEVE Tanzania Project.

Position Purpose

The Maternal Newborn Child Health (MNCH) and Nutrition Monitoring Evaluation and Learning Officers (ME&LO) will coordinate the collection of data, analyze and interpret it to guide implementation and ensure intended outcomes are timely realized in all project sites. The position will ensure the quality of program data and support staff in building their capacity to improve data collection, analysis, and interpretation for timely measures to improve maternal and child health outcomes. They are also expected to produce and submit analytical reports to NAFGEM Tanzania and Pact technical teams as required.

The MNCH-N - MELO will work closely with the regional and council health teams, implementing partners, and health facilities to ensure effective execution of MNCH and nutrition activities, adherence to national guidelines, and timely reporting.

Specific Roles and Responsibilities

The MNCHN – ME&L Regional Officer will perform the following roles and responsibilities:

• Support the implementation and oversight of ACHIEVE MNCH and Nutrition monitoring and evaluation activities in the region, including development of workplans and indicator frameworks, support for data management, and reporting.
• Conduct analysis, visualization, and use of data to assess monthly trends, including engaging program/ clinical/ technical staff in analysis and implications of data for programming.
• Generate and contribute to quarterly or other reports, as needed.
• Facilitate communication on programs with the Pact MER Unit.
• Play a coordinating function for producing data and feeding it to the regional program and technical team for reports.
• Develop the capacity of HMIS Coordinators, RCHSCos, DRCHCos, etc., in the region to ensure quality data collection, data quality assessment, data analysis, visualization and use, data management, and reporting of RMNCH and Nutrition data.
• Together with HMIS Coordinators, ensure periodic data quality assessment for RMNCH and Nutrition data is properly conducted and documented.
• Collaborate with the HMIS Coordinators to develop monitoring and evaluation capacity in the region, districts, and facilities to strengthen the capacity to use DHIS2 for data visualization.
• Collaborate with R/CHMTs to facilitate and conduct quarterly data review meetings and data quality assurance activities in the region.

Preferred Qualifications

• University degree in public health, sociology, demography, statistics, or other social science areas.
• Adept at data quality assessment, data analysis, visualization, and use.
• Experience of 2 - 3 years working to support technical or programmatic activities in RMNCH and Nutrition (experience with health facility setting is an added advantage).
• Experience as a trainer.
• Proficient with MS Excel.
• Experience with DHIS2 preferred.
• Experience with other software is an added advantage.
• Excellent written, oral, and presentation skills in English and Kiswahili.
• Excellent people and partnership skills.
• Collaborative team player with leadership skills.
• Availability and willingness to travel in the field up to 50% time.
