The Tanzania Social Action Fund (TASAF) is dedicated to implementing the Productive Social Safety Net (PSSN) Programme. This initiative aims to improve income, consumption, and resilience among targeted households, while simultaneously enhancing human capital for children. The Program employs various interventions to boost household income and livelihood opportunities, contributing to improved consumption levels.
The Executive Director of TASAF is seeking applications from qualified individuals to fill the vacant position of Procurement Officer (1 Post).

Job Title: Procurement Officer

Reporting to: Procurement Manager
Duty Station: TASAF Head Office – Dodoma
Contract Duration: 4 years, renewable based on performance
Role and Responsibilities:
The Procurement Officer will provide crucial support to the Procurement Manager in executing procurement activities. Key duties and responsibilities include:
Assisting in maintaining an acceptable procurement system.
Participating in the preparation of the Procurement Plan.
Providing orientation and training to Project Area Authority technical teams on procurement planning and management.
Participating in procurement monitoring activities nationwide for TASAF-supported activities and consolidating periodic reports (monthly, quarterly, and annual).
Preparing tender and contract documents.
Administering contracts.
Serving as secretariat to the TMU Tender Board, including reviewing evaluations by Tender Evaluation Committees.
Contributing to the preparation of the departmental annual implementation plan and budgets.
Conducting performance appraisals of staff within the unit using agreed-upon performance indicators.
Preparing monthly progress reports on procurement activities.
Performing any other official duties assigned by the Procurement Manager.
Qualifications and Experience:
A first Degree or equivalent qualification in Business Studies, Procurement and Logistics Management, Engineering, or a related field from a recognized university.
Registered and certified member with the Procurement and Supplies Professionals and Technicians Board (PSPTB) at an authorized category (CSP/CPSP), or possess Chartered Institute of Procurement and Supply (CIPS) Level 4 qualification.
A minimum of five (5) years of relevant experience in the Public and/or Private Sectors.
Thorough understanding of World Bank’s and Government procurement procedures.
Proficiency in computer applications.
Strong communication and interpersonal skills.
Results-oriented with the ability to work both independently and as part of a team.
Ability to supervise, train, and coach staff in relevant skills.
Self-motivated with integrity and a high level of confidentiality.
Key Performance Measures:
Timely preparation of tender and contract documents.
Maintenance of an updated procurement plan.
Existence of proper and complete procurement documentation files.
Timely submission of procurement implementation and monitoring reports (monthly, quarterly, and annual).
Delivery of reports on procurement capacity enhancement activities for the Project Area Authorities (PAAs).
